The Floyd County Board of Supervisors met for regular session at on Tuesday, August 11, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Staudt, Supv. Dunkel, Supv. Enabnit.
Enabnit/Dunkel moved to approve the agenda as presented.Motion carried 3-0.
Dunkel/Enabnit moved to approve the July 27, 28, and August 3, 2009 minutes.Motion carried 3-0.
Enabnit/Dunkel moved to approve the following claims:County #316-438, Secondary Roads #11841-11877 and MH-DD #58628-58639.Motion carried 3-0.
Gary Hall, ISU Regional Extension Education Director, and Neil Wubben, Floyd-Mitchell County Extension Director, and the Board discussed the restructure of Ag Extension.Iowa State University Extension has made budget cuts that include reducing the number of directors from 93 down to 20 regional directors.As of September 21, Wubben will be paid from ISU and will be retiring January 31, 2010.Hall will oversee five counties:Floyd, Mitchell, Worth, Cerro Gordo and Franklin.Services provided by the office and efforts to expand the awareness of the extension services were discussed.
Dunkel/Enabnit moved to approve the Law Enforcement Agreement Pursuant to Chapter 28E Code of Iowa between Floyd County and the City of Nora Springs effective September 1, 2009 through June 20, 2010 at a fee of $25 per hour.Motion carried 3-0.
Enabnit/Dunkel moved to approve the Floyd County Preparedness Plan and the policies for the Floyd County Public Health/Home Health Care Agency.Motion carried 3-0.
Frank Rottinghaus, County Treasurer, presented the semi-annual report for the time period ending June 30, 2009.The Board would like to discuss what to do with the infrastructure funds at a workshop meeting.Dunkel/Enabnit moved to approve the Floyd County Treasurer’s Settlement Report to the Board of Supervisors dated June 30, 2009.Motion carried 3-0.
Enabnit/Dunkel moved to support Gary Stephenson effort’s to furnish the courthouse with a 1934 Special Edition Constitution Lithograph.Motion carried 3-0.
Dunkel/Enabnit moved to approve the contract with Douglas Steinmetz, architect, to provide services for the State Historical Society of Iowa’s Technical Advisory Network (TAN) program and authorize the Auditor to sign the contract.Motion carried 3-0.
Six bids on the county vehicle were opened.Enabnit/Dunkel moved to approve the sale of the 1998 Pontiac Bonneville SE to the highest bidder, Patricia Rottinghaus, at $1,253.Motion carried 3-0.
Dunkel/Enabnit moved to approve the hiring of Barry Sweet as a Secondary Road Equipment Operator II starting August 24.Motion carried 3-0.
Dusten Rolando, County Engineer, said crews finished the west bridge on B60 and they are now working on the east bridge.Concrete testing on 110th St bridge is being done.The viaduct concerns are being addressed.Day labor projects and box culvert projects are in process.Calvin Hopper and Rolando are deciding if they are going to pour a pad for the trailer at the collection site.The Rudd Secondary Road shed is being painted.The roof on the Rockford Secondary Road shed is being quoted for repair.Greg Streich will be taking over the Secondary Road route in Niles Township, Doug Temple will be taking Streich’s route and Sweet will be taking the route in Cedar Township.Rolando and the Board discussed budgeting for a drainage district consultant.
A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn.Motion carried 3-0.
