Floyd County Board of Supervisors Meeting

The Floyd County Board of Supervisors met for a special meeting at 9:00 a.m. on Monday, November 2, 2009, in the Board Room of the Floyd County Courthouse with the following in attendance: Chairman Staudt, Supv Dunkel and Supv Enabnit.
Enabnit/Dunkel moved to approve the agenda as presented. Motion carried 3-0.
Allen Young, Bob Tumilson, Doug Merfeld, Trevis OíConnell, and Al Manning, mayors of Rudd, Rockford, Marble Rock, Floyd and Colwell, respectively, met with the Board and Sheriff Lynch to discuss 28E law enforcement agreements for FY11. Discussion included services provided under state code and county and city ordinances, animal control, vicious animals, unkempt yards, fencing issues, financial issues, and citizens petitioning to levy for law enforcement. Discussion also included the per hour fee for the City of Nora Springs and changing the contract to a perpetual contract or for a period of time longer than a year. The Board will act on the funding per capita at the November 10 meeting.
Dunkel/Enabnit moved that the County accept the bid from Kucera International, Inc. for $76,600 for digital camera orthophotography for GIS and authorize the chair to sign the contract when it is provided. Motion carried 3-0.
Enabnit/Dunkel moved to abate taxes and penalties on a Buildings On Land Owned By Another for parcel #142940000400/receipt #2009/2010 05197 01 owned by Joe Neal for tax payable FY10 and FY11; abate all taxes and penalties on mobile home VIN #ST3173 which was damaged in 2008ís flooding and junking certificate #340108094 was issued on August 19, 2008 and receipt #2009/2010 60 00012 01 was issued for collection in FY10 in error; abate all taxes and penalties on a mobile home VIN #M602163 last titled in the name of Diane Louise Mayer for reasons due to the Treasurerís office being unable to locate the mobile home, receipts #20062007-6000057-01, 20072008-6000049-01, 20082009-6000049-01 and 20092010-6000043-01. Motion carried 3-0.
Dunkel/Enabnit moved to approve the Nationwide Investment Advisors, LLC, ProAccount Plan Sponsor Agreement. Motion carried 3-0.
Enabnit/Dunkel moved to approve the 28E agreement with Central Iowa Juvenile Detention Center and authorize the chair to sign. Motion carried 3-0.
The Board noted that the reduction in the Homestead Credit from the state will be at 69% instead of 73% due to state budget cuts. The impact on Floyd County is $27,594.81. Discussion included whether or not the reduction will be apportioned to all levying authorities or just the county. The Treasurer will address this issue.
The Board discussed appointments to County Board/Commission appointments.
A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn. Motion carried 3-0.
