Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, November 10, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt, Supv. Dunkel and Supv. Enabnit.

Dunkel/Enabnit moved to amend the agenda to include review/action of Northland Securities proceeding with bond rating for the county.  Motion carried 3-0.   Enabnit/Dunkel to approve the agenda as amended.  Motion carried 3-0. 

Dunkel/Enabnit moved to approve the October 26, 27, and November 2, 2009 minutes.  Motion carried 3-0.

Enabnit/Dunkel moved to approve the following claims:  County #1270-1400, Secondary Roads #12080-12119 and MH-DD #58772-58791.  Motion carried 3-0. 

Tim Fox, Area Development Executive Director, explained the resolutions for Enterprise Zone changes and requirements of applicants to apply with the Iowa Department of Economic Development.  Resolution #27-09 is necessary for an applicant looking at the All States Food property for IDED consideration.  Dunkel/Enabnit moved to approve Resolution #27-09 Approving Petition by Floyd County, Iowa to the Iowa Department of Economic Development Requesting Relocation of Floyd County, Nora Springs EZ-1 Situated in Nora Springs, Floyd County, Iowa to that Portion of Charles City, Floyd County, Iowa Denoted within the Resolution.  Motion carried 3-0. 

Fox explained that Resolution 29-09 will make available 2nd floor residential renovation opportunities for the 100 and 200 block of Main Street, Charles City.  Fox said this enterprise zone change was a request by the Charles City Chamber.  Enabnit/Dunkel moved to approve Resolution #29-09 Approving Petition by Floyd County, Iowa to the Iowa Department of Economic Development Requesting Relocation of Floyd County, Charles City EZ-19 Situated within Charles City, Iowa to that Portion of Charles City, Floyd County, Iowa Denoted within the Resolution.  Motion carried 3-0. 

Dunkel/Enabnit moved to raise the 28E law enforcement fee from $3 to $4 per capita beginning July 1, 2010 for Colwell, Floyd, Marble Rock, Rockford and Rudd and leave Nora Springs at $25 per hour and have the auditor send a letter to notify each city.  Motion carried 3-0.

Enabnit/Dunkel moved to allow Northland Securities to proceed with the bond indicator/rating process for the Urban Renewal/TIF project.  Motion carried 3-0.

Dusten Rolando, County Engineer, discussed a driveway issue, a culvert, the road to the Catt House, and prioritizing UR road projects.  Supv Staudt signed a Materials Inspection Cost document authorizing the transfer of funds from Farm to Market account to the Iowa DOT for stimulus projects.  Rolando informed the Board of a pothole complaint on Redwood that he has addressed.  Photos of the Durapatch equipment were provided.  Rolando has met with Calhoun-Burnes on bridge inspections.  Rolando will place an ad in the paper for disposing of the fuel tanks, the old lab trailer and the collection site trailer.  The salt shed at the CVTC is full of salt.  The new front-end loader should arrive after Thanksgiving.

A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn.  Motion carried 3-0.
