Floyd County Board of Supervisors Meeting

November 24, 2009, 9:00 AM


The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, November 24, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt and Supv. Enabnit; absent:  Supv. Dunkel

Enabnit/Staudt moved to approve the agenda as presented.  Motion carried 2-0. 

Staudt/Enabnit moved to approve the November 9, 10, and 16, 2009 minutes.  Motion carried 2-0.

Enabnit/Staudt moved to approve the following claims:  County #1401-1617, Secondary Roads #12120-12144 and MH-DD #58792-58814.  Motion carried 2-0. 

Enabnit/Staudt approved Resolution #30-09 to fix a date for a public hearing on a loan agreement on December 22, 2009 at 9:30 a.m.  Motion carried 2-0.

Enabnit/Staudt moved to approve Resolution #31-09 adopting a Multi-Hazard Mitigation Plan.  Motion carried 2-0. 

The Board reviewed debt incurred for the Urban Renewal/TIF area including $1,500 for NIACOG to write the UR Plan, $1,901 for Dorsey & Whitney’s services through October 31 to review the plan and prepare resolutions and the ordinances, and two publication charges of $16.72 and $16.35.  The Board needs to certify debt to the County Auditor by December 1.  Staudt/Enabnit moved to certify Tax Increment Financing (TIF) indebtedness in the amount of $3,434.07 for the UR-T1 Economic Development Urban Renewal plan.  Motion carried 2-0. 

Enabnit/Staudt moved to appoint Lyle Schlader and Connie Parson as Board of Supervisor Compensation Board representatives for a 4-year term.  Motion carried 2-0.

Seven bids were received for the fuel barrels and two trailers.  Enabnit/Staudt moved to accept bids from Ryan Smith for $1,125 for the collection site trailer, Wendel Muller for $301 for the construction lab trailer, and Just Jung for four fuel barrels, one at $20, and three at $10 each.  Motion carried 3-0. 

Dusten Rolando, County Engineer, provided foreman’s notes and informed the board about a call of a road concern on Shadow Ave.  Chairman Staudt signed a certificate of appreciation for the Rockford FFA Chapter for participation in the Adopt-A-Highway program.  Rolando provided a list of FY10 and FY11 road letting projects.   

A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.  Motion carried 2-0.
