Floyd County Board of Supervisors Meeting

December 8, 2009, 9:00 AM


The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, December 8, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt, Supv. Enabnit and Supv. Dunkel

Dunkel/Enabnit moved to amend the agenda to include discussion regarding the purchase of a soft cab for the courthouse snow blower, the situation with the E911 sign and Mr. Krugman, and weather closings.  Motion carried 3-0. 

Enabnit/Dunkel to approve the agenda as amended.  Motion carried 3-0.

Enabnit/Staudt to approve the minutes from November 23, 24, and 30th.  Motion carried, 3-0.

Dunkel/Staudt to approve the claims as presented., County Claims 1618-1740; Secondary Roads 12145-12177; MH/DD 58815-58832; Drains, none. Motion carried, 3-0.  Supv. Dunkel wanted to note the payment of $6,469 to the Department of Inspections and Appeals, attention “Indigent Defense Fund”.  This is Floyd County’s juvenile county base amount for FY10.  It is Floyd County’s responsibility for payment of juvenile court expenses incurred at the request of a court-appointed lawyer and is limited to payment of its “county base” amount pursuant to Iowa Code section 232.141.

Enabnit/Dunkel to approve to waive the $20 fee for the E911 sign for Mr. Jack Krugman.  Motion carried, 3-0.   Mr. Krugman had been billed for the replacement sign.  He had fixed the broken sign and had brought back the new replacement sign. Leo Staudt, the board’s representative for the E911 Board, will discuss this situation with the E911 Board at their next meeting to discuss whether changes need to be made to the E911 policy or procedures.

Dusten Rolando, County Engineer, had the Board sign a cover letter for the bridge replacement on Dancer Avenue.  Dusten told the Board that the Road Crew was getting plows ready for the impending snow storms.  Dusten also told the Board that the Floyd County Engineering Office received a “Smoothness Award” from the Asphalt Paving Association of Iowa (APAI) for the secondary resurfacing of  County Road B60

Enabnit/Dunkel to approve the 2009 Weed Commissioner’s report.  Motion carried, 3-0.

Dunkel/Enabnit to approve the North Iowa Regional Housing Authority (NIRHA) request for waiving the Payment in Lieu of Taxes (PILOT). Motion carried, 3-0.  The property involved in this is the East Court Apartments in Rockford, total of 10 apartments.  The PILOT formula is 10% of the total rental income less total utility costs for the public housing units owned and managed by NIRHA located in Floyd County.

Enabnit/Dunkel  to approve the following appointments to these county boards : reappoint Mark Huegel, County Assessors Examining Board, 6 year  term, until 12/31/2015; Ruth Molstead, County Board of Review, 6 year term, until 12/31/2015; reappoint Galen Hicok, County Board of Health, 3 year term, until 12/31/2012; reappoint Pat McDonnell, County Board of Health, 3 year term, until 12/31/2012; reappoint Jim Moon, Floyd County Memorial Hospital Commission, 3 year term, until 12/31/2012; reappoint Susan Nelson, County Zoning Commission, 5 year term, until 12/31/2014; reappoint Ann Sullivan, County board of Adjustments, 5 year term, until 12/31/2014.  Motion carried, 3-0.

Dunkel/Enabnit to approve the members of the 2010 Compensation Condemnation Board as presented.  Motion carried, 3-0.

Enabnit/Dunkel to approve the purchase of a “soft cab” for the snow blower as requested by the custodian’s of the Courthouse.  Motion carried, 3-0. This will be purchased from Don’s Repair for $769.

Dunkel/Enabnit to leave the decision up to the Chairman of the Board of Supervisors to determine whether or not to close the courthouse because of weather conditions.  Motion carried, 3-0.  The Chair will discuss the weather conditions with the Sheriff and with 2nd Road Department when making this decision.

Gail Arjes, Director Public Health/ Home Health, updated the Board on the information regarding the move of the PH/HH Department to the Hospice Building.  Information reviewed was moving prices, the packing of patient files, inmates being using in moving items, Storey Kenworthy helping reassemble desks upon moving, lawn care, and working with NGT for phone service.


A motion was made by Supervisor Enabnit and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
