Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, December 22, 2009 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt and Supv. Enabnit; absent:  Supv. Dunkel

Enabnit/Staudt moved to approve the agenda as presented.  Motion carried 2-0. 

Staudt/Enabnit moved to rescind the motion made on December 8 appointing Mark Huegel to County Assessorís Examining Board and Ruth Molstead to the County Board of Review because these appointments need to be made at the Assessorís Conference Board meeting in January.  Motion carried 2-0.

Enabnit/Staudt moved to approve the December 7, 8, and 14, 2009 minutes with the exception to the prior motion.  Motion carried 2-0.

Enabnit/Staudt moved to approve the following claims:  County #1743-1890, Secondary Roads #12178-12205 and MH-DD #58833-58868.  Motion carried 2-0. 

Staudt/Enabnit moved to set a public hearing for January 12, 2010 at 9:15 a.m. regarding an application from Gerald Bill to rezone 3.02 acres of property from Ag to C-1 for the purpose of maintaining the trucking operation that exists on the property, 1549 Rampart Ave.  Motion carried 2-0.

Enabnit/Staudt moved to revise the Community Disaster Grant to cover river/stream gauges instead of tornado sirens which were previously approved.  Motion carried 2-0.

Enabnit/Staudt moved to appoint Sue Paulus to the Floyd County Memorial Hospital Commission for a 3-year term beginning January 1, 2010.  Motion carried 2-0.

Staudt/Enabnit moved to approve the Floyd County Community Foundation Terms of Grant agreement for the Leadership10 Program.  Motion carried 2-0.

Enabnit/Staudt moved to approve the liquor license for the Rockford Public Golf Course pending proof of Dram Insurance.  Motion carried 2-0. 

Staudt/Enabnit moved to keep the health and dental insurance premiums the same for FY11: 

Single:  medical-$538 and dental-$25, totaling $563/month which is 100% paid by the county with the exception of an 80/20 split between County/Secondary Roads employees; and

Family: medical-$1,435.50 and dental-$58, totaling $1493.50 with a 75/25 split between County/employee for a regular family plan with the exception of an 80/20 split between County/Secondary Roads employees and the county paying two single rates ($1,126) and employee paying $367.50 for a family plan where spouses are employed by the county and have dependent children. 

Motion carried 3-0.

Enabnit/Staudt moved to approve the HIPAA Exemption Election Document with the same four exemptions as in 2009.  Motion carried 2-0.

Staudt/Enabnit moved to approve Amendment #4 to the Floyd County Employee Health Plan.  Motion carried 2-0. 

Enabnit/Staudt moved to approve the same stop loss health insurance deductible of $65,000 with Perico Life.  Motion carried 2-0. 

The public hearing regarding taking action on the proposal to enter into a loan agreement related to improvements to county roads opened at 9:50 a.m.  The Auditor announced that no petitions had been filed asking that the question of entering into the loan agreement be submitted to the registered voters of the County and that the Supervisors may proceed with the authorization of the loan agreement.  Two representatives from Northland Securities presented information regarding bonding with tax exempt bonds or Build America Bonds (BAB).  Recovery Zone Economic Bonds and the countyís allocation for this type of bond was also discussed.  The hearing closed at 10:27 a.m.   Paul Donna, Northland Securities rep, was provided direction to proceed with Build America Bonds unless Bob Josten, bonding attorney, advises that the countyís projects do not apply for BABs.  Donna hopes to have bids for bonds for board approval for January 26 and should close on the selected bidder by mid to late February.  Staudt/Enabnit moved to adopt Res #32-09 a Resolution taking additional action to enter into a loan agreement in a principal amount not to exceed $8,500,000 to carry out projects in the Floyd County UR-T1 Economic Development Renewal Area consisting of improvement to county roads.  Motion carried 2-0. 

Staudt/Enabnit moved to approve the Floyd County Vision Care Policy which allows certain employees a reimbursement of up to $200 every two years for eye exams, eye glasses w/prescription lenses or contact lenses.  Motion carried 2-0.

Enabnit/Staudt moved to approve New Yearís Day (Jan 1), Presidentís Day (Feb 15), Memorial Day (May 31), Independence Day (July 5), Labor Day (Sept 6), Veteranís Day (Nov 11), Thanksgiving and the day after (Nov 25 & 26), Christmas (December 24), and half a day for New Years 2011 (Dec 31) with the courthouse closing at noon.  Motion carried 2-0. 

Staudt/Enabnit moved to approve the quote from WBC Mechanical for $10,755 to replace a boiler receiver tank.  Motion carried 2-0.

Dusten Rolando, County Engineer, updated the Board on road conditions.  Foremanís minutes were provided.  A transmission went out on one of the motor graders.  State budget cuts for roads were discussed.  Bids for a day labor project will be coming to the Auditorís office soon.

A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.  Motion carried 2-0.
