The Floyd County Board of Supervisors met for regular session at on Tuesday, February 9, 2010 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Enabnit, and Supv. Staudt
Enabnit/Staudt moved to approve the agenda as presented.Motion carried 3-0.
Staudt/Enabnit approve the January 25, 26 and February 1, 2010 minutes.Motion carried 3-0.
Enabnit/Staudt moved to approve the following claims:County #2182-2321, Secondary Roads #12275-12320, MH-DD #58915-58938 and drain #3-6.Motion carried 3-0.
Deputy Crooks, Deputy Bartz, Sheriff Lynch, and the Board continued discussion regarding contract negotiations. The Auditor provided a handout comparing the current deputies wages with a 2% increase in the step schedule for FY11 and implementing a step schedule up to 73% of the Sheriff’s salary. Staudt/Enabnit moved to approve and authorize the chair to sign the agreement between Floyd County and the Floyd County Deputy Sheriff’s Association for July 1, 2010 through June 30, 2013 with the following negotiation contract changes: 1) add the vision policy offered to other non-union employees, effective immediately, and 2) set salaries at a 2% increase in the current step schedule for FY11, and for FY12 and FY13 implement a step schedule based on the Sheriff’s salary with a new deputy starting at 50% of the Sheriff’s salary, 1st year deputy paid at 55% and increase 3% each year through year seven at 73% of Sheriff’s salary.Motion carried 3-0.
Enabnit/Staudt introduced and moved to adopt Resolution #10-10 a Resolution approving a loan agreement and providing for the issuance of $7,690,000 General Obligation Taxable Urban Renewal County Road Improvement Bonds, Seriew 2010A (Build America Bonds – Direct Pay) and the levy of taxes to pay the same. Roll call vote:Ayes-Enabnit, Staudt, Dunkel; Nayes-none.Motion carried 3-0.
Staudt/Enabnit moved to contribute $500 to ISAC for the Calhoun County drainage district lawsuit with Chicago Central & Pacific Railroad.Motion carried 3-0.
The Board was informed that the Zoning Commission postponed the hearing regarding Gerald Bill’s application to rezone 3.02 acres from Ag to Commercial.Enabnit/Staudt moved to postpone the county’s public hearing and table review/action regarding Gerald Bill’s zoning change application until further notice.Motion carried 3-0.
Staudt/Enabnit moved to waive the GIS fee for Neumann Monson architects so they can use GIS information for feasibility studies and to allow the Auditor or Assessor to waive GIS fees for certain non-profit/governmental purposes for limited time periods.Motion carried 3-0.
Staudt/Enabnit moved to authorize the chairman to sign the authorization to transfer funds from the Farm to Market account to the IDOT account for Materials Inspection Costs in the amount of $1,588.17.Motion carried 3-0.
Dusten Rolando, County Engineer, provided the Board with Foreman’s minutes and his time sheet.Road conditions were discussed.The department will be getting bids for a skid loader to use with bridge projects.Bridge/culvert day labor projects were discussed.Crews have been working on the new lab trailer.Rolando was informed of the timing of the bond money coming in for road improvement projects.
Rolando informed the Board of a proposed RAGBRAI route.Road conditions, additional law enforcement and insurance coverage for the event was discussed.
A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.Motion carried 3-0.
