Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for workshop session at 9:00 a.m. on Monday, April 12, 2010 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Dunkel, Supv. Enabnit, and Supv. Staudt.

Enabnit/Staudt moved to approve the agenda as presented.  Motion carried 3-0. 

Veronica Litterer, Charles City Chamber Director, presented a draft of an ordinance titled RAGBRAI Commercial Booth Sale of Food and Other Merchandise.  The Board will set a hearing date and the first reading of the ordinance at tomorrow’s meeting.

Jeff Sherman, Zoning/E911 Addressing/Sanitarian Director, presented an Agriculture Exemption Application for review.  Sherman explained that the form was comprised of information from other counties.  Randy Heitz, Jim Frisbie, and Dave Marr shared input during the discussion of the form.  Discussion included interpretation of a commercial versus farm operations, variances and conditional use permit utilization, how to inform owners of the process, how to use the proposed form and if all information is pertinent to the application process.  Heitz and Sherman will review the form for pertinent information and Sherman will provide a revised form to the Board at a later date. 

The Auditor provided a proposed resolution regarding use of public purpose funds as an example for Department Heads to consider should they intend to use public funds for items such as food/beverages/meals, tokens of service, and items of similar nature in ensure.  Per the FY09 audit write up for the Veteran Affairs food for a VA drivers’ meeting, it was recommended that the Board determine and document the public purpose served by these types of expenditure.  The Board will consider written policies and procedures for department heads to follow.   

The Board noted the receipt of a letter from Sam Anderson, Swisher & Cohrt attorney, regarding the Motion to Continue the April 14 hearing was granted.  The order directs Court Administration to have a conference to determine the next available date for a hearing.  It will likely be after fall harvest season.

Future agenda items:  Discussion with County Engineer regarding future road projects using the TIF bond money.

A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.  Motion carried 3-0.
