The Floyd County Board of Supervisors met for regular session at on Tuesday, April 27, 2010 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Enabnit and Supv. Staudt.
Staudt/Enabnit moved to amend the agenda to take action regarding whether or not to purchase sandbags.Motion carried 3-0.Enabnit/Staudt moved to approve the agenda as amended.Motion carried 3-0.
Staudt/Enabnit moved to approve the April 12, 13, and 19, 2010 minutes.Motion carried 3-0.
Enabnit/Staudt moved to approve the following claims:County #2979-3103, Secondary Roads #12454-12473, and MH-DD #59042-59073.Motion carried 3-0.
Staudt/Enabnit moved to approve the wage increase from $9 to $11 per hour for Rachel LeTarte, County Attorney Secretary/Receptionist effective April 19, 2010.Motion carried 3-0.
Enabnit/Staudt moved to approve the Stream Gauge Equipment Agreement between the City of Nora Springs and Floyd County.Motion carried 3-0.
At 9:15 a.m. The public hearing regarding Ordinance #2010-2 RAGBRAI Commercial Booth Sale of Food and Other Merchandise.Five people attended the hearing.There were no written or oral comments in support of or against the ordinance.The hearing closed at 9:19 a.m. Staudt/Enabnit moved to approve first reading of Ordinance #2010-2 RAGBRAI Commercial Booth Sale of Food and Other Merchandise.Roll call vote:Staudt/Enabnit/Dunkel; all ayes.Motion carried 3-0.Enabnit/Staudt moved to waive the second and third reading and approve the final reading of Ordinance #2010-2 RAGBRAI Commercial Booth Sale of Food and Other Merchandise.Roll call vote:Enabnit/Dunkel/Staudt; all ayes.Motion carried 3-0.
Staudt/Enabnit moved to approve Resolution #13-10 Naming Depositories for 2010, increasing First Citizens National Bank and First Security Bank & Trust each to $12,000,000.Motion carried 3-0.
Enabnit/Staudt moved to set a public hearing on May 11 at 9:30 a.m. regarding an application to rezone 2.83 acres from AG to C-1 for an application presented by Carl Knapp, Knapp Diversified, and Vernon Martin, Countryside Construction, for the purpose of moving Countryside Construction from Mitchell County to 1036 Underwood Ave in the NW¼ of S21-T97-R15W in Cedar Township.Motion carried 3-0.
Enabnit/Staudt moved to not purchase sandbags for private use but will have the Emergency Management Direct attempt to inform the public through the media of how bags can be available.Motion carried 3-0.
Staudt/Enabnit moved to approve the hiring of four individuals for Secondary Roads summer help.Motion carried 3-0.
Dusten Rolando, County Engineer, updated the Board on the following bridge and road projects: T38, Shadow Ave, Triumph Ave, Dancer Ave, the bridge by Kepple’s, box culvert by Rockford, and the Midway bridge.The box culvert project on the Catt House road is finished.The foreman will be working on tiling and other projects throughout the County.Rolando went to a demonstration on GPS survey equipment and intends to purchase this equipment in both Floyd and Chickasaw counties.Three pickups will be going to the DOT sale.Rolando visited with Jim Hudson, Jr, attorney regarding Brian Chambers’ drainage district issue.Hudson recommended that Chambers’ be annexed in to the district if he intends to tie into the district tile but this would require a major project with a large financial commitment that the current drainage district owners may not want to be a part of.Supv Dunkel said Norm Klemesrud, County Attorney, is willing to work on several other drainage district issues.Rolando said Hudson would also be willing to work on legal issues and there are firms to do the design work.Rolando will check with the ASCS office to see if that office can do some of the work.There was a demonstration for the Durapatch machine and Charles City recently used it.Rolando said crews are trying to keep up with potholes.
A motion was made by Supervisor Enabnit and seconded by Supervisor Staudt to adjourn.Motion carried 3-0.
