The Floyd County Board of Supervisors met for regular session at on Tuesday, September 27, 2005 in the Boardroom of the Floyd County Courthouse with the following in attendance:Chairman Enabnit, Supv. Staudt, Supv. Dunkel.
Staudt/Dunkel moved to approve the agenda as provided.Motion carried 3-0.
Dunkel/Staudt moved to amend the September 16, 2005 minutes to read that Supv. Dunkel was not present but was doing other county business during this meeting and that the motion to close the meeting should be carried with a 2-0 not 3-0 vote.Motion carried 3-0.Dunkel/Staudt moved to approve the amended September 16, 2005 minutes as amended and the September 12, 13, and 19, 2005 minutes as written.Motion carried 3-0.
Staudt/Dunkel moved to approve paying the following claims:County #875-1061, Secondary Roads 17692-17714, MH-DD56238-56273.Motion carried 3-0.
Staudt/Dunkel moved to suspend taxes in the amount of $128 for a resident who qualifies for state supplementary assistance through DHS per Iowa Code 427.9.
Dunkel/Staudt moved to direct the Auditor to provide information from Gloria Grady regarding an injury that occurred around the Merv vehicle on July 3, 2005 to the Insurance Company with no special consideration request from the Board.Motion carried 3-0.
The Board reviewed the Maximus report for 2004 Actual Costs for the Year Ended June 30, 2004.Staudt/Dunkel moved to have the chairman sign the Certificate of Cost Allocation Plan from Maximus.Motion carried 3-0.
Staudt/Dunkel moved to leave mileage reimbursement at $.33 per mile and revisit the issue at budget time.Motion carried 3-0.
Dunklel/Staudt moved to table any action regarding township trustee’s and clerk’s compensation until further research on what expenses can be levied for cemeteries, fire, etc.Motion carried 3-0.
The Board noted the agreement between the County and Solutions for pre-paid 100 hours network service with a prepaid fee of $9,900.
The Board noted the receipt of fees collected in August by the Clerk of Court in the amount of $167.40 for Sheriff Fees, $577.50 for Sheriff Surcharge, and $957.63 for Treasurer.
The Board noted the hiring of Gail Arjes, fulltime RN for Public Health/Home Health Care at the rate of $18/hour effective September 19, 2005.
Staudt/Dunkel moved to sign the agreement for Adopt-A-Highway extension request from Rockford FFA Chapter.Motion carried 3-0.
Dusten Rolando, CountyEngineer, presented information regarding weight restricted bridges.Approximately 50 bridges are subject to restrictions.Rolando is going to develop a 10-year bridge plan.The Board discussed proposing a policy allowing permits to use weight restricted bridges.
The Board discussed the status of union negotiation proposal process.
The Board discussed allowing Bill Vorhes tiling from the east side of the drain into drainage district #34.The CountyEngineer will visit with Bill, get some maps, and then set up a meeting with all of the property owners in the district.
Bill Vorhes and the Board addressed concerns Vorhes had regarding fact finding on past interest of ethanol plants in FloydCounty and the Board’s responsibilities.Vorhes stated that VeraSun has been in contact with him as recently as yesterday about negotiating access to the county farm property but will make no decisions without all the facts.
The County Engineer discussed Secondary Road activities, railroad concerns with the viaduct west of Charles City, proceeding with the Rise Grant application proposal for the County Farm, soliciting issues at the dump site and correspondence to property owners for a driveway extension for Al Calhoun, new field drive for Russell Staudt, and performing driveway work without a permit for Leroy Jones.
A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.Motion carried 3-0.
