The Floyd County Board of Supervisors met for regular session at on Tuesday, October 26, 2010 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Enabnit, and Supv. Staudt.
Staudt/Enabnit moved to amend the agenda to include review/action regarding setting a date for a zoning hearing.Motion carried 3-0.Enabnit/Staudt moved approve the agenda as amended.Motion carried 3-0.
Staudt/Enabnit moved to approve the October 11 and 12, 2010 minutes.Motion carried 3-0.
Enabnit/Staudt moved to approve the following claims:County #1073-1230, Secondary Roads #12890-12907, and MH-DD #59271-59281.Motion carried 3-0.
Staudt/Enabnit moved to abate the remaining pro-rated taxes for FEMA flood mitigation properties acquired by the city of Rockford including four parcels: #091048400100 for $69.15, #091048100700 for $7.80, #091048400200 for $201.75 and #091521000400 for $104.48.Motion carried 3-0.
Enabnit/Staudt moved to set a public hearing regarding a zoning application for Jared Lewis to rezone 4.78 acres of property from Ag to R-1 for November 9 at 9:30 a.m.Motion carried 3-0.
Enabnit/Staudt moved to approve an Underground Construction Application from Windstream Comm., Inc on Floyd Line St west of Greene.Motion carried 3-0.
Dusten Rolando, County Engineer, and the Board discussed using equipment, such as road graders, between the City of Charles City and Floyd County.Rolando said the three Cedar Valley Transportation Center entities work well together with the Foremen communicating sharing options.With respect to the road grader,, the foreman may have provided permission for the city to use the equipment.Supv Enabnit received a complaint of a farmer on Glass Ave who is farming the ditch.Rolando confirmed that a letter had been sent in the past and the area was marked but he will have crews mark it again and crops will be mowed down in the future. Foremanís minutes were provided.Part of the approach on the Dancer Ave bridge has been paved.Hopefully the paving will get done this week and then the shouldering and guard rail will be left.The Doughtery Road and T38 projects are being planned.Brian Pickar is currently attending bridge inspection training.Duane Folz, Rolando and Pickar will all be trained but will still likely outsource inspections of large bridges to Calhoun-Burnes due to stringent federal inspection requirements.Rolando updated the Board on his conversation with Doug Schroeder, Conservation Director, regarding breaching the Rockford Dam.It appears the holes have filled up and water is going over the dam as usual.Schroeder has attempted to contact Ms. Zeran, who owns the other half of the dam.Schroder and the Conservation Board are continuing to work on the dam issues.Future road and bridge project plans were discussed.For the next meeting, Rolando will have information for the Board regarding changing the classification of a road north of Marble Rock.
A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.Motion carried 3-0.
