The Floyd County Board of Supervisors met for regular session at on Tuesday, November 9, 2010 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Enabnit, and Supv. Staudt.
Staudt/Enabnit moved to amend the agenda to include review/action regarding selecting a health insurance stop loss provider for 2011 and discussion regarding mental health concerns with Bob Lincoln, County Social Services Administrator.Motion carried 3-0.Staudt/Enabnit moved approve the agenda as amended.Motion carried 3-0.
Enabnit/Staudt moved to approve the October 25, 26 and November 1, 2010 minutes.Motion carried 3-0.
Enabnit/Staudt moved to approve the following claims:County #1231-1369, Secondary Roads #12908-12957, and MH-DD #59282-59292.Motion carried 3-0.
Enabnit/Staudt moved to purchase a Canon IR2525 copier for a price of $2,425 for the Case Management Office when needed.Motion carried 3-0.
Bob Lincoln, County Social Services Administrator, provided a copy of a memo that will be going to mental health network providers.The memo identifies key CSS staff who provide funding coordination, accounts payable, contract management, service coordination, and fiscal agent.Lincoln commented that the Cerro Gordo office has relocated to the basement of the Cerro Gordo County courthouse.ISAC created a program to be utilized for data input and reporting that is working really well.Consortium service opportunities with other counties were discussed.Floyd County has no Fund 10 budget allocation for case management.
The public hearing regarding a zoning application for Jared Lewis to rezone 4.78 acres of property from Ag to R-1 opened at 9:32 a.m. The Auditor reported that there were no written or oral comments in objection to or in support of the application.Susan Nelson, Zoning Commission representative, and Lewis were present at the hearing.The purpose of the application is to split off a non-conforming lot to obtain a secondary mortgage and possible future sale of said lot, located at 2541 155th St in the NE¼ of S15-T96-R16W.Nelson provided details of the subject property, including maps of the area, informed the Board that the Zoning Commission approved the application at the Commission’s meeting earlier today and recommend the Supervisors do the same.The hearing closed at approximately 9:40 a.m.Staudt/Enabnit moved to approve Res #27-10 Zoning Change approving the first reading of Jared Lewis’s application to rezone 4.78 acres of property from Ag to R-1, waiving the second and third reading and approving the change as final.Roll call vote:Ayes-Staudt/Enabnit/Dunkel.Motion carried 3-0.
Enabnit/Staudt moved to keep the 28E law enforcement rates the same for FY12 as they are for FY11 at $4 per capita for the cities of Colwell, Floyd, Rudd, Rockford and Marble Rock and $25 per hour for the City of Nora Springs.Motion carried 3-0.
Enabnit/Staudt moved to approve the applications and cancellations for Family Farm Tax Credit for 2010 at the recommendation of the Floyd County Assessor.Motion carried 3-0.
Staudt/Enabnit moved to void a check issued on June 22, 2010 to Janssen Waterproofing and redo the FY10 cash report accordingly.Motion carried 3-0.
Enabnit/Staudt moved to approve Res #26-10 to establish a road starting at a point 35 feet west of the east ¼ corner of S25-T95N-R18W as an Area Service “C” road with restricted access and a minimal level of maintenance.Motion carried 3-0.
Staudt/Enabnit moved to approve the Application of Underground Construction from Qwest Communications on Shadow Ave north of 130th St.Motion carried 3-0.
Duane Folz, County Engineer designee, provided the Board with foreman’s minutes.The Dancer Ave bridge should be completed in the next couple of days with the exception of seeding.Plans for the Kepple bridge were approved.Plans for other upcoming projects were also discussed.
Staudt/Enabnit moved to approve Perico Life as our health insurance stop loss provider continuing with a $65,000 limit for calendar year 2011.Motion carried 3-0.
A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.Motion carried 3-0.
