Floyd County Board of Supervisors Meeting

October 11, 2005, 9:00 AM


The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, October 11, 2005 in the Boardroom of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit, Supv. Staudt, Supv. Dunkel.

Staudt/Dunkel moved to amend the agenda to include discussion of NIMS training with Ken Mahler and review/action regarding moving Mary Mooberry to a full-time position.  Motion carried 3-0.  Dunkel/Staudt moved to approve the agenda as amended.  Motion carried 3-0. 

Dunkel/Staudt moved to approve the September 26, 27, and October 3, 2005 minutes as written.  Motion carried 3-0.

Staudt/Dunkel moved to approve the following claims:  County #1062-1253, Secondary Roads #17715-17755, and MH-DD #56274-56281.  Motion carried 3-0.

Ken Mahler, EMA Director, provided the Board with a NIMS (National Incident Management System) Recommended Training matrix and discussed the training process.  Ken is in process of organizing NIMS classes.  Floyd County personnel who are required to attend training need to complete training by Sept 2006 but Ken hopes to get it done this winter.

Staudt/Dunkel moved to issue a warrant totaling $23,126.14 to FMC DeCat Project Fund for unused monies that stayed in the General Fund and should have been allocated to their own fund.  Motion carried 3-0. 

Dunkel/Staudt moved to authorize the Chairperson to sign the County Electronic Services System 28E Agreement upon the recommendation of the County Recorder.  Motion carried 3-0.

Staudt/Dunkel moved to remove the wording “of several days or longer” from the Sick Leave Policy in the employee handbook.  Motion carried 3-0.  Supv Dunkel would like sick leave/personal days brought up again at budget time.

Dunkel/Staudt moved to table signing the contract for new voting equipment until the state addresses a couple of issues.  Motion carried 3-0.

Staudt/Dunkel moved to approve the Polling Place Accessibility Grant Agreement for the Floyd Community Center and direct the Chairman to sign the agreement.  Motion carried 3-0.

The Board noted the resignation of Angela Anderson, Home Health Aide.

The Board noted the receipt of the 2nd Judicial District Annual Report.

The Board noted the fees collected from the Clerk of Court for September and the Sheriff, Recorder and Auditor for July-Sept.

The Board discussed Secondary Roads activities with Dusten Rolando, County Engineer.  Rolando updated the board on bridge work.  Rolando submitted the RISE grant application to Yaggy Colby for the County Farm road.  If the grant dollars are available, no work can start with the ethanol plant until the grant is approved.  Secondary Road workers met with Ron Wheeler today to discuss union negotiations.  Engineering personnel have drug/alcohol training coming up.  All employees who are required to have NIMS training have completed the training.  Rolando received report from Wayne McClintock regarding crops at county farm.  Rolando updated the Board on tile issue on B60 and Hwy 14.

Staudt/Enabnit moved to hire Mary Mooberry as a full-time Election Clerk at her current wage.  Motion carried 2-1.

A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.  Motion carried 3-0.
