Floyd County Board of Supervisors Meeting

January 25, 2011, 9:00 AM


The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, January 25, 2011 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Dunkel, Supv. Kuhn, and Supv. Kamm.

Kuhn/Kamm moved to amend the agenda to have discussion about Floyd County being employer of Record for DeCat at a future workshop.  Motion carried 3-0. Kuhn/Kamm moved to approve the agenda as amended.  Motion carried 3-0. 

Public Comment:  No one present for public comment.

Kamm/Kuhn moved to correct the January 17, 2011 minutes to read “Doug” Hoeft instead of “Don” Hoeft in respect to the discussion regarding Drainage District #12 and approve the minutes as corrected.  Motion carried 3-0.  Kamm/Kuhn moved to approve the minutes for January 10 and 11, 2011 as presented.  Motion carried 3-0.

Kamm/Kuhn moved to approve the following claims:  County #2023-2171, Secondary Roads #13084-13112, and MH-DD #59328-59334.  Motion carried 3-0. 

Kuhn/Kamm moved to approve the 28E Cooperative Reimbursement Agreement for Regional Services provided by the Iowa Department of Human Services.  Motion carried 3-0.

Kamm/Kuhn moved to approve to start accruing interest on Fund 27000 FMC Decat Project Fund immediately.  Motion carried 3-0.

Kamm/Kuhn moved to table Resolution #06-11 Number and Appointment of Deputies, Assistants and Clerks so the Board can check the code section regarding the wording for the clerks.  Motion carried 3-0.

Kamm/Kuhn moved to approve Resolution #07-11 to Purchase Right of Way, when needed, for Secondary Road projects using the rates as the Engineer provided for easements, fence removal, fence replacement, and tree removal.  Motion carried 3-0.

The Board asked County Engineer Dusten Rolando and County Attorney Norm Klemesrud to be present for the discussion regarding Drainage District #12 repairs. It was questioned whether or not to just fix the repairs to the DD or fix all the lines in the DD.  Kamm questioned if you hire an attorney that is proficient in Drainage Districts for help in this situation, would those costs also be forwarded to the members in the DD.  Klemesrud stated that if he did the work on the DD his fees were not billable to those DD members. Rolando reported that he has found old correspondence regarding repairs needed for this DD. Klemesrud told the Board that he would investigate these issues and report back to the Board with recommendations.

Rolando updated the Board on snow plowing and removal and foreman’s minutes.  There was discussion regarding projects on Triumph, South Main, and Midway Road. Rolando stated that in 3 months he will be getting lettings for projects.  Rolando reported that he has interviewed 17 people for the open position on Secondary Roads.  He stated he should have a decision by the end of the month.

The Board will review budget figures again at the workshop on Monday after the Auditor and staff make requested changes.  They will decide if more changes will need to be made regarding expenditures and levy rates.

A motion was made by Supervisor Kamm and seconded by Supervisor Kuhn to adjourn.  Motion carried 3-0.
