The Floyd County Board of Supervisors met for regular session at on Tuesday, February 8, 2011 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Kuhn, and Supv. Kamm.
Kamm/Kuhn moved to approve the agenda as presented.Motion carried 3-0.
Public Comment:No one present for public comment.
Kuhn/Kamm moved to approve the minutes for January 24, 25, and 31, 2011 as presented. Motion carried 3-0.
Kamm/Kuhn moved to approve the following claims:County #2172-2306, Secondary Roads #13113-13153, and MH-DD #59335-59341, Drains.Motion carried 3-0.
Kuhn/Kamm moved to approve Resolution #06-11 Number and Appointment of Deputies, Assistants and Clerks. Motion carried 3-0.
Kamm/Kuhn moved to approve the bid from Central Lock for $3,217 for an electronic security access control system.Motion carried 3-0.Discussion included adding an additional handicap parking place in the Sheriff’s lot, employee’s parking in the west or north lot, and the west entrance being an employee only entrance.
Kamm/Kuhn moved to appoint Supv Kuhn to the Cedar River Watershed Coalition, change the appointment from Supv Kuhn to Supv Kamm for T21 Board, and appoint Supv Kuhn as an alternate to the NIVC Board.Motion carried 3-0.
Kamm/Kuhn moved to approve the Treasurer’s Settlement Report to the Board of Supervisors (semi-annual report).Motion carried 3-0.
Kamm/Kuhn moved to advertise a 2004 Chevy Impala in the local newspaper with sealed bids due Tuesday, February 22 at 9 a.m. and opened at the Board of Supervisors meeting on the same day.Motion carried 3-0.
Bob Lincoln, CPC Case Management updated the Board on a study bill regarding redesigning the MH/DD services and e-mails sent to the County Social Services Board and others about the subject.Lincoln would like the Board to let him know if they have any questions about his position after reading the e-mails.
Mitchell County called to cancel the joint discussion regarding jail issues.
Kuhn/Kamm moved to approve hiring Travis Bilharz as an Equipment Operator II for the Secondary Road Dept, pending physical and drug/alcohol testing and starting next week.Motion carried 2-0 with Supv Dunkel abstaining.
Dusten Rolando, County Engineer, provided the Board with foreman’s minutes and time sheets.Discussion included snow removal, disposal of a building west of the viaduct, and bridge work.Rolando received a request from the Iowa Dept of Transportation for a detour on T38 due to the intersection at Floyd and the Avenue of Saints.Road projects in connection with the City of Charles City were discussed with lettings in March.Gilbert Street, Midway Road and North Grand/Shadow Avenue projects were discussed for Urban Renewal Road projects.The city is not interested in doing a paving joint project with the county from South Main to 18th Ave.Allen McGregor requested that the Board consider connecting 240th St and Victory Avenue which use to be in the plan when the Avenue of Saints was originally proposed and expressed concerns of having enough right-of-way area with the Midway project; Supv Dunkel requested that Rolando retrieve right of way information for Midway Road for a future meeting.Rolando will be submitting a bridge project through NIACOG for 2015 planning and commented that the project could be changed. Rolando provided graphs for road rock usage, labor expenditures and revenues for years 2000 through 2012.
