The Floyd County Board of Supervisors met for workshop at on Monday, October 17, 2005 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Enabnit, Supv. Staudt, Supv. Dunkel.
Dunkel/Staudt moved to amend the agenda to hear update from Keith Bruinsma, VeraSun Corp in regard to land purchase and lease assignment.Motion carried 3-0.Staudt/Dunkel moved to approve the agenda as amended.Motion carried 3-0.
The Board reviewed information from Auxiant regarding options for the health insurance.The Auditor will gather more information and see if our representative is able to come and discuss this with the Board.
The Board discussed how account codes are assigned for the McLeod phone bill.Other than DHS’s portion of the bill, charges are being paid out of department 51.The Board suggested that each department pay for their phone services as split on the bill.The Auditor suggested having the bill paid out of funds rather than each department as the departments have not budgeted for this expense for FY06 and discuss this again at budget time so department heads can better plan their budget for FY07.For now, the Board would like DHS, Case Management, Maintenance Shed and Solid Waste Collection to pay their share of the bill.The Auditor will find out if Conservation needs the phone at the building west of CharlesCity but for now pay it out of department 51.Supervisor Dunkel commented on how often directory assistance is being used in a month and suggested employees use the internet instead of being charged for this service.This can be discussed at the next department head meeting.
The board reviewed the Vote Tabulation System Contract between FloydCounty and Matt Parrott and Sons.
The Board noted the rate increases for Home Care Aide Catrena Lumsden and Kathy King from $8.88/hour to $9.13/hour and the hiring of new part-time aide Rachelle Johnston-Weidler at $8.40/hour beginning October 12, 2005.
The Board noted the receipt of North Iowa Area Council of Governments Independent Auditor’s Reports for the year ending June 30, 2005.
Keith Bruinsma, Vera Sun, LLC, reported that VeraSun has come to an agreement with Bill Vorhes in regard to VeraSun taking over the lease.The corn crop was harvested over the weekend.VeraSun will make the December lease payment to the County this week.Bruinsma will visit with the CountyAttorney to determine if the County needs to sign this agreement and will discuss with her the details of exercising the option to buy the CountyFarm.If need be, a special meeting will be set regarding the assignment of the lease and/or the purchase of the land.The Board reminded Bruinsma that there should be no problem with going on the farm to do their testing but no construction can begin until after the DOT meeting regarding the RISE grant.
