The Floyd County Board of Supervisors met for a special meeting at 9:00 a.m. on Monday, February 14, 2011 in the Board Room of the Floyd County Courthouse with the following in attendance: Supv. Kamm, Vice Chair, and Supv. Kuhn; Absent: Chairman Dunkel.
Kuhn/Kamm moved to approve the agenda as presented.Motion carried 2-0.
Duane Folz, County Engineer representative, and the Board discussed pulling together information for drainage district repairs and seek outside legal advice for revised assessments.The names of two attorneys were proposed.Folz will contact attorneys for availability.
The Board reviewed FY12 budget information that will be reported on state forms.The Auditor informed the Board about the “new position” in the Public Health budget was budgeted for FY11 but never filled due to the current staff’s willingness to take additional hours for higher than normal referrals.Gail Arjes, Public Health Director would like to keep the hours in the FY12 budget and if staff is willing to take the additional referral hours, no new part time nurse would be hired.The Board had no problem with keeping the 24 hours budgeted.
No future agenda items were discussed.
Kuhn/Kamm moved to go in to closed session in accordance with Iowa Code 21.5.1.c. to discuss pending litigation at 10:30 a.m.Roll call vote:Ayes-Kuhn and Kamm.Motion carried 2-0.
The Board came out of closed session at 11:29 a.m.
Kuhn/Kamm moved to approve the county attorney making an unconditional offer of rehire to Theresa Farmer which she must accept or reject by Feb 22.Roll call vote:Ayes-Kuhn and Kamm.Motion carried 2-0.
Kuhn/Kamm moved of to approve expenditure of county funds in a confession of judgment with an offer of reimbursement of wages and benefits if Theresa Farmer accepts the unconditional offer to rehire at $30,000 or in the alternative if she does not accept the unconditional offer of rehire to authorize the expenditure of $50,000 for lost wages and benefits.Roll call vote:Ayes-Kuhn and Kamm.Motion carried 2-0.
A motion was made by Supervisor Kuhn and seconded by Supervisor Kamm to adjourn.Motion carried 2-0.
