Floyd County Board of Supervisors Meeting

March 8, 2011, 9:00 AM

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, March 8, 2011 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Dunkel, Supv. Kamm, and Supv. Kuhn.

Kamm/Kuhn moved to approve the agenda as presented.  Motion carried 3-0. 

Public Comment:  Supv Dunkel commented about a call regarding a social worker working at the high school.  Bob Lincoln, CPC/Case Manager, responded that position is covered under a grant that will continue at this time and will visit with the person.  Lincoln also commented about the Mental Health Center process.

Kamm/Kuhn moved to approve the minutes for February 22 & 28, 2011 as presented.  Motion carried 3-0.

Kamm/Kuhn moved to approve the following claims:  County #2452-2577, Secondary Roads #13181-13216, and MH-DD #59346-59350 with the exception of excluding part of claim #2472 to reimburse for a refrigerator in the county attorney’s office.  Motion carried 3-0. 

Kuhn/Kamm moved to approve the hiring of William Baresel as a part time Assistant County Attorney at an initial salary of $22,000 per year beginning today.  Motion carried 3-0.

Supv Kuhn reviewed an Offer to Buy Real Estate and Acceptance for half of the Rockford dam owned by MZ4, LLLP.  Doug Schroeder, Conservation Director, spoke on behalf of the permit requirements with the Corp of Engineer and the DNR.  Kamm/Kuhn moved to approve the Offer to Buy Real Estate and Acceptance with corrections to the Seller name.  Motion carried 3-0.

Kamm/Kuhn moved to approve the Agreement to Provide Professional Consulting Services to Floyd County, Iowa with Cost Advisory Services, Inc.  Motion carried 3-0.

Kamm/Kuhn moved to approve the liquor license application for Freeze Frame Bowl.  Motion carried 3-0.

Kuhn/Kamm moved to approve the elected official’s salary for FY12 as set by the Compensation Board and used for budgeting purposes.  Motion carried 3-0. 

Dusten Rolando, County Engineer, provided the Board with Foremen’s minutes and timesheet.  Rolando updated the Board with projects being considered and letting for other projects.  Documentation to embargo Quarry Road near the ethanol plant will be on the next regular meeting for Board approval.  Other roads were discussed for embargoing.  Bids for a rubber-tired excavator will be due March 22.  Rolando is expecting to hire four to six workers for summer help.  Kepple’s bridge and Dancer Ave bridge will be let by the DOT around March 21 or 22. 

The FY12 County Budget hearing opened at 10 a.m.  The Auditor reported that there were no written or oral comments regarding the budget made prior to the meeting.  There were approximately eight people present for the hearing.  Wayne Koehler commented about fund balances, appreciated the county not raising taxes, and hopes the Board will hold down expenses so as not to raise taxes significantly in the next few years.  The hearing closed at 10:14 a.m.  Kamm/Kuhn moved to approve the FY12 county budget.  Motion carried 3-0.

A motion was made by Supervisor Kamm and seconded by Supervisor Kuhn to adjourn.  Motion carried 3-0.
