Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, March 22, 2011 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Dunkel, Supv. Kamm, and Supv. Kuhn.

Kamm/Kuhn moved to approve the agenda as presented.  Motion carried 3-0. 

Public Comment:  None.

Kamm/Kuhn moved to approve the minutes for March 7, 8 and 14, 2011 as presented.  Motion carried 3-0.

Kuhn/Kamm moved to approve the following claims:  County #2578-2755, Secondary Roads #13217-13247, and MH-DD #59351-59355.  Motion carried 3-0. 

Kamm/Kuhn moved to approve six individuals for property tax suspension per Iowa Code 427.9 for FY12.  Motion carried 3-0. 

Kamm/Kuhn moved to approve a liquor license for Cedar Ridge Golf Course.  Motion carried 3-0. 

Kuhn/Dunkel moved to approve Resolution #08-11 to approve and authorize Central Iowa Juvenile Detention Center acting through the CIJDC Commission to approve a loan agreement to borrow money in a principal amount not to exceed $1,100,000.  Motion carried 3-0.

Kuhn/Dunkel moved to approve the Central Iowa Juvenile Detention Center 28E agreement which includes adding two new counties as members to the Center.  Motion carried 3-0.

Kamm/Kuhn moved to approve the disposition of the surplus shelving units at the discretion of the Auditor.  Motion carried 3-0. 

Kuhn/Kamm moved to approve the BridgeHealth Surgery Benefit as a plan amendment and option to the Floyd County Employee Health Plan.  Motion carried 3-0.

Kamm/Kuhn moved to approve the HIPAA Exemption Election Document for the 2011 plan year.  Motion carried 3-0. 

Kuhn/Kamm moved to approve the Notice to the Public Regarding Noxious Weeds Must Be Destroyed and direct the Auditor to publish the notice in the paper.  Motion carried 3-0.   

Kamm/Kuhn moved to approve the Applications for Recreational Lakes, Forest Covers, Rivers and Streams, River and Stream Banks, and Open Prairies property tax exemptions “Slough Bill” for a valuation total of $3,314,900 and an acre total of 3,080.44.  Motion carried 3-0. 

Kuhn/Kamm moved to approve the Employee & County-Owned Vehicle Parking Policy.  Motion carried 3-0.

Kamm/Kuhn moved to approve the Courthouse Building Entrance/Exit Policy.  Motion carried 3-0.

Kuhn/Kamm moved to approve hiring Bob Brinton, attorney who works with drainage districts, to work on a new drainage district and Drainage District #12 for improvements and direct the Auditor to contact Brinton on the two projects and request documentation of his fee schedule.  Motion carried 3-0. 

Kuhn/Kamm moved to approve Resolution #09-11 to embargo Quarry Road.  Motion carried 3-0.

Kamm/Kuhn moved to approve an Application of Underground Construction from Qwest.  Motion carried 3-0.

Kamm/Kuhn moved to approve an Agreement on IDOT Project to pave Hwy 14 which includes paving County roads beyond 10 feet from edge of Hwy 14 at twelve intersections.  Motion carried 3-0.

One bid was received for rock resurfacing including 84,950 tons limestone surface at $9.02 per ton totaling $766,249 from Allied-Manatts, Inc.  Kuhn/Kamm moved to accept the rock resurfacing bid at $9.02 per ton per delivered to the road totaling $766,249 from Allied-Manatts, Inc. and subject the review and approval of the County Engineer.  Motion carried 3-0.

 The public hearing for bids for the Double Tee Bridge Project opened at 10:05 a.m.  The Auditor reported there were no written or oral comments received prior to the hearing.  Dusten Rolando, County Engineer, described the project.  The hearing closed at 10:07 a.m.  Chairman Dunkel opened three bids one each from Taylor Construction for $139,000, Minnowa for $102,675 and Peterson PCI for $113,500.  Kamm/Kuhn moved to approve the bid from Minnowa at $102,675 for the Double Tee Bridge Project subject to the review and approval of the County Engineer.  Motion carried 3-0. 

The public hearing for bids for the Hot Mix Asphalt Resurface Project opened at 10:11 a.m.  The Auditor reported there were no written or oral comments received prior to the hearing.  Rolando described the project.  The hearing closed at 10:12 a.m.  Chairman Dunkel opened the bids from Mathy Construction Company for $1,266,754.14, Manatts for $1,405,140.22, and Heartland Asphalt for $1,387,158,31.  Kuhn/Kamm moved to approve the low bid from Mathy Construction for HMA Resurface Project for $1,266,754.14 subject to the review and approval of the County Engineer.  Motion carried 3-0.  

Rolando informed the Board that companies who provided quotes for the wheeled excavator may not be able to meet the delivery requirement because of the issues with Japan.  Because of late delivery, Rolando has destroyed bids and will redo at a later date in FY12 rather than FY11.  No action will be taken by the Board at this time.

Kamm/Kuhn moved to approve the Iowa Department of Transportation Secondary Road Construction Program for FY12.  Motion carried 3-0. 

Kamm/Kuhn moved to approve the Iowa Department of Transportation Secondary Road Budget for FY12.   Motion carried 3-0.

Rolando updated the Board on the letting for various projects.  Considerations for several projects were discussed.

A motion was made by Supervisor Kamm and seconded by Supervisor Kuhn to adjourn.  Motion carried 3-0.
