Floyd County Board of Supervisors Meeting

October 25, 2005, 9:00 AM

 

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, October 25, 2005 in the Boardroom of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit, Supv. Staudt; Absent: Supv. Dunkel.

Staudt/Enabnit moved to amend the agenda to include review/action regarding the State Grant for Election Assistance for Individuals with Disabilities, noting the receipt of letter from VeraSun regarding exercising the option to purchase the County Farm and noting a new bond for City of Charles City bond.  Motion carried 2-0.  Staudt/Enabnit moved to approve the agenda as amended.  Motion carried 2-0. 

Staudt/Enabnit moved to approve the October 10, 11, and October 17, 2005 minutes as written.  Motion carried 2-0.

Enabnit/Staudt moved to approve the following claims with the exception of #56237 which was a duplicate:  County #1254-1451, Secondary Roads #17756-17792, and MH-DD #56282-56319.  Motion carried 2-0.

Enabnit/Staudt moved to authorize the Chairman to sign the Vote Tabulation System Contract between Floyd County and Matt Parrott and Sons for the purchase of voting equipment and supplies in the amount of $114,857.50.  Motion carried 2-0.

Staudt/Enabnit moved to set a hearing on November 14, 2005 at 10:30 a.m. for rezoning parcel of property for Jack Keller from A-1 Agriculture to I-1 Light Industry.  Motion carried 2-0.

Staudt/Enabnit moved to sign the Subordination of Mortgage agreement between Floyd County and CitiMortgage, Inc. for the county to be subordinate to the first lien of a parcel of land in Rudd.  Motion carried 2-0.

Staudt/Enabnit moved to authorize the Chairman to sign the State Grant Program for Election Assistance for Individuals with Disabilities contracts for construction of the Rudd City Hall building and improvements at the Nora Springs City Hall.  Motion carried 2-0.

The Board noted the receipt of a certified letter from VeraSun Energy regarding their notice to exercise their option to purchase the county farm acreage.

The Board noted the Resolution Authorizing the Issuance of a $95,684 Urban Renewal Tax Increment Revenue Bond, Series 2000, Pledging to the Payment of the Bond Funds and Portions of Taxes Created Pursuant to the Authority of Subsection 2 of Section 403.19 of the Code of Iowa, and Providing for the Securing of the Bond, All for Urban Renewal Purposes of the City of Charles City.

The Board discussed Secondary Roads activities with Dusten Rolando, County Engineer.  Rolando updated the board on bridge work, road work, and a tile issue at the Floyd County Fairgrounds.  The November 1 date for the DOT meeting regarding the RISE grant application did not work.  The next meeting date is December 13.  Rolando did receive a commitment from VeraSun to pay for a portion of the road work around the County Farm.  The Board will likely need to schedule a special meeting next week to complete paperwork for the DOT.

A motion was made by Supervisor Staudt and seconded by Supervisor Enabnit to adjourn.  Motion carried 2-0.
