Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for workshop at 9:00 a.m. on Monday, June 27, 2011 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Dunkel, Supv Kamm, and Supv. Kuhn.

Kuhn/Kamm moved to amend the agenda to discuss GASB 54 resolutions.  Motion carried 3-0.  Kuhn/Kamm moved to approve the agenda as amended.  Motion carried 3-0.

The Board discussed two Veterans Affairs claims for a cell phone bill paid in advance and sales tax paid on a claim and two Sheriff’s Dept claims carried over until next fiscal year due to the claims exceeding budgeted expenses for the department.  Other claims will be reviewed individually after the meeting.

Supv Kuhn informed the Board that the FMC Decat Coordinator requested to change her position from full time to part time and to hire another part time person.  Supv Kamm updated the Board on a local joint entity meeting.  Supv Dunkel updated the Board on a Community Development meeting and the happenings of the Mental Health Center board.

The Board discussed adding language to the application for use of courthouse grounds to question if alcohol will be consumed at events.  The Auditor suggested the County Attorney review the form for its content. The Board also discussed the upcoming Tent Camp the Cedar-Damn Dinner event on August 5.  The city requested proof of the county approving the use of county property and acknowledgement that alcohol will be consumed on the property.  The Board attempted to contact Ellyn Dix, The Main Event, for more information but received no answer.  The Auditor will contact Dix to see if she can attend a future meeting with the Board.

The Board reviewed the revised Employee Performance Appraisal form which now includes signature lines for the employee and the supervisor.  The Board discussed doing employee evaluations for the following department heads:  County Engineer, Emergency Management Coordinator, Zoning/E911 Addressing/Sanitarian Director, Public Health/Home Health Care Director, Conservation Director, CPC/Case Management Director and Veteran Affairs Director.  Supervisor will complete evaluations over the next two weeks.

The Board reviewed two GASB 54 resolutions, one for a fund balance policy and one for committed funds for FY11.  Discussion included describing the fund balance categories more clearly, removing the paragraph regarding percentages of fund balance the Board would strive to maintain, and researching the option to commit funds for other than for capital projects or disaster purposes to a plan similar to Resolution 10-96 which deals with restricting the proceeds from the sale of the county farm via a trust fund that could be drawn from for limited needs. Changes will be made to the resolutions for tomorrow’s workshop meeting. 

Due to time constraints, the Board opted to not review the employee handbook until the next scheduled workshop meeting.

Future agenda items:  Local Option Sales Tax resolution for a special election in November.

Kamm/Dunkel motioned to adjourn.  Motion carried 3-0.
