The Floyd County Board of Supervisors met for regular session at on Tuesday, August 23, 2011 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Dunkel, Supv. Kamm, and Supv. Kuhn.
Kamm/Kuhn moved to approve minutes for August 8, 9 and 15, 2011 as presented. Motion carried 3-0.
Kamm/Kuhn moved to approve the following claims:County #374-524, Secondary Roads #13632-13657, MH-DD #59375-53977, Drains #8.Motion carried 3-0.
Two bids were received for the asbestos survey & monitoring of abatement project for two flooded properties.Kamm/Kuhn moved to accept the low bid from ATC Associates, Inc. for $1,580 for the Asbestos Survey and Monitoring of Abatement with Proposed Form of Contract, subject to review of the County Auditor and the Iowa Homeland Securities representative.Motion carried 3-0.
Kuhn/Kamm moved to abate the FY12 property taxes, receipt #00825, for a flooded home.Motion carried 3-0.
Kuhn/Kamm moved to set Friday, September 16 at 1 p.m. for the Board of Canvassers to conduct the public canvas of the School Election.Motion carried 3-0.
Kamm/Kuhn moved to table action on the approval of changes to the liquor license for the Floyd County Fair Society until September 27 due to the requirement of the Fair Society having to provide their Board minutes to support the changes to the application.Motion carried 3-0.
Kamm/Kuhn moved to set a public hearing on September 13 at 9:30 a.m. regarding an application from Michael Molstead to rezone 17.65 acres of property from Ag to R-1 and to request approval for a preliminary plat for a 13-lot subdivision located in NEľ S20-T95N-R15W, West St Charles Township.Motion carried 3-0.
Supv Kamm announced the public hearing regarding Ordinance #2011-1 An Ordinance Establishing the Voting Precincts of Floyd County opened at 9:18 a.m.The Auditor reported there were no written or oral comments in support of or objection to the ordinance.With no additional comments, the hearing closed at 9:19 a.m.Kamm/Kuhn moved to approve the first reading of Ordinance #2011-1 An Ordinance Establishing the Voting Precincts of Floyd County and set a second reading for September 13.Motion carried 3-0.
Supv Dunkel excused himself from the meeting.Supv Kamm continued the meeting as Vice Chair.
Kuhn/Kamm moved to approve Resolution #29-11 National Moment of Remembrance of the 10th Anniversary of September 11.Motion carried 2-0.
Kuhn/Kamm moved to approve a proclamation for Constitution Week from September 17-23.Motion carried 2-0
Kuhn/Kamm moved to approve the IDOT Federal-Aid Agreement for a Surface Transportation Program Project, No. STP-S-CO34(85)-5E-34, on B57.Motion carried 2-0.
Kuhn/Kamm moved to approve Resolution #28-11 to classify Noble Ave between 270th to 280th Streets as a Class C Road.Motion carried 2-0.
The Board reviewed bids from Donís Truck Sales, Truck Country and Interstate Motor Trucks for three trucks with sanders, blades and wings and trade-ins.Kuhn/Kamm moved to accept the low bid of $397,868 from Truck Country for two tandem trucks and a single axle truck with three trade-ins and to allow for some extras.Motion carried 2-0.
Dusten Rolando, County Engineer, provided foremanís minutes.Crews have been doing lots of culvert work, spot rocking, and a little blading.The contractor for the T38 shouldering project should start in late August.The Kepple bridge is pretty much finished.The T18/Dancer Ave bridge decking work is in progress.There will be a preconstruction meeting on Midway Road next week.Rolando is going to redo a portion, approximately a 500 foot stretch, of 215th near the southwest industrial park area; crews will be removing the bad/inverted area, fill it in so the road will remain open, let it settle over the winter and pave in the spring.
