Floyd County Board of Supervisors Meeting

 November 8, 2005, 9:00 AM


The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, November 8, 2005 in the Boardroom of the Floyd County Courthouse with the following in attendance:  Supv. Staudt, Chairman pro-tem, and Supv. Dunkel; Absent: Chairman Enabnit.

Dunkel/Staudt moved to approve the agenda as presented.  Motion carried 2-0.    

Dunkel/Staudt moved to approve the October 24, 25, and October 31, 2005 minutes as written.  Motion carried 2-0.

Dunkel/Staudt moved to approve the following claims:  County #1452-1616, Secondary Roads #17793-17840, and MH-DD #56320-56329.  Motion carried 2-0.

Bob Lincoln, Case Management Director, reviewed the 28E agreement for sharing case management services and the creation of an oversight board.  An agreement was left for the Board to review as well as the County Attorney.  The Board will likely have the agreement on the November 22 agenda.  Staudt/Dunkel moved to appoint Supv Dunkel to the CPC five-member oversight board for the consolidation of Black Hawk, Butler, Cerro Gordo, Floyd and Mitchell Counties.  Motion carried 2-0.

Lincoln presented the Liberty Square contract.  Dunkel/Staudt made a motion to authorize the pro-tem chairperson to sign the contract at the recommendation of Lincoln.  Motion carried 2-0.

Dunkel/Staudt motioned to approve the Memorandum of Understanding MOU-2006-AW-34 Between the Iowa Department of Public Health and Floyd County Board of Supervisors.  Motion carried 2-0.

Dunkel/Staudt moved to approve the Central Services Cost Allocation Plan for FY2005 and authorize the chairman pro-tem to sign the Certification of Cost Allocation Plan.  Motion carried 2-0.

Dunkel/Staudt moved to approve the Help America Vote Act:  2005 Voting System Funding Allocation for County Voting System at the recommendation of the Auditor.  Motion carried 2-0. 

Dunkel/Staudt motioned to canvass ballots at 10 p.m. on November 14 during a special meeting.  Motion carried 2-0.

Dunkel/Staudt moved to table the Agland applications from the Assessor until a later date.  Motion carried 2-0.

The Board noted the fees collected by the Clerk of Court for the month of October for Sheriff Fees in the amount of $753.71, Sheriff S/C in the amount of $395.00 and Treasurer in the amount of $1,233.60.

County Engineer, Dusten Rolando, presented information regarding drainage on bridge #155910.  The new opening is approximately 50 sq ft bigger than the old wooden bridge.  The road between the bridge and the railroad is higher that what it was.  Rolando does not expect any problems with water with the exception of

Rolando said he received notice from the DOT that they received the RISE application.  The Board discussed Secondary Road work activities and the foremanís minutes.  Union negotiations are underway.  Rolando will schedule meeting with negotiator, Chairman and Auditor.  The DNR has set up a meeting regarding cleanup site for Rudd on December 20.  Corrective action could cost anywhere from $100,000 to $250,000.  The Board discussed the possibility of using Secondary Road trucks and front-end loaders to clean up the Rockford Brownfield site with Rolando.  Rolando will get some costs together.

A motion was made by Supervisor Dunkel and seconded by Supervisor Staudt to adjourn.  Motion carried 2-0.
