The Floyd County Board of Supervisors met for workshop at on Monday, November 14, 2005 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Enabnit, Supv. Staudt, and Supv. Dunkel.
Dunkel/Staudt moved to approve the agenda as presented.Motion carried 3-0.
Staudt/Dunkel moved to approve the Family Farm applications as screened by the Assessor.Motion carried 3-0.
The Hearing regarding Jack Kellerís request to change a parcel of property from A-1 Agriculture to I-1 Light Industry opened at There were no written or verbal objections submitted to the Auditor prior to the meeting.The hearing was closed at
Mike Milligan, Planning/Zoning Director, stated that the Planning/Zoning Commission tabled any decision until Keller could get with land owners as no easement agreement has been established and two land owners are landlocked.Alan McGregor, Planning/Zoning Commissioner, also expressed concern about the traffic to the four-lane highway.On behalf of the Planning/Zoning Commission, McGregor asked for guidance on how to go forward with this issue.The Kellerís have contacted the DOT office out of Des Moines and reported that they say until the county approves zoning, they cannot do anything.The Board provided Milligan with the number for the DOT office in Mason City and requested that Milligan contact them for unofficial guidance.Staudt/Dunkel made a motion to table any action from the Board until more information could be gathered.Motion carried 3-0.
Tim Fox, Economic Development Director, asked that the Board have a special meeting regarding the Jobs Creation Program for Iowa.This program allows for investment tax Credit, sales tax refund, research activities, etc.Staudt/Dunkel moved to table action regarding Resolution of Endorsement Iowa High Quality Jobs Creation Program for Iowa Department of Economic Development until a special meeting to be held on Thursday, November 17 at Motion carried 3-0.
The Board discussed potential appointments to the Hospital Commission.Chairman Enabnit will look into representatives from rural CharlesCity and Floyd and Supv Dunkel will look for a representative from NoraSprings or Rockford.
A motion was made by Supervisor Staudt and seconded by Supervisor Dunkel to adjourn.Motion carried 2-0.
