Floyd County Board of Supervisors Special Meeting

November 17, 2005, 9:00 AM

The Floyd County Board of Supervisors met for a special meeting at 1:00 p.m. on Thursday, November 17, 2005 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit, Supv. Staudt, and Supv. Dunkel.

Dunkel/Staudt moved to amend the agenda to include review/action regarding resolution to set a public hearing regarding the sale of property known as the Floyd County Farm.  Motion carried 3-0.  Staudt/Dunkel moved to approve the agenda as amended.  Motion carried 3-0.

Tim Fox, Charles City Area Development Corporation Director, presented the breakdown for the property tax exemption schedule for Vera Sun.  The schedule reflects an exemption for 12 years [consolidated levy minus debt service levy] times 90%.  If everything stays constant, there would be approximately $453,210 property tax burden after the 12th year.  Fox reviewed the application from VeraSun and feels that everything is appropriate and in order.  Dunkel/Staudt moved to approve the resolution for the FC Board of Supervisors Approving Application by VeraSun Energy of Brookings, South Dakota to the Iowa Department of Economic Development for the Purpose of Receiving Benefits Within the High Quality Job Creation Program based on the information provided by Fox.  Roll call vote:  Ayes:  Enabnit, Staudt, and Dunkel; Nayes:  none.  Motion carried 3-0.

Attorney Judith O’Donohoe provided a letter indicating the Board should publish for another public hearing due to a misdescription of the real estate from the previous hearing publication and proposed the public hearing be scheduled for November 22 along with action to approve the sale and action to designate the Chairman to sign the Warranty Deed and approve the Warranty Deed as required by Section 569.7 of the Code of Iowa.  Staudt/Dunkel moved to approve the resolution setting the public hearing for the County Farm on November 22 and direct the Auditor to publish notices accordingly.  Roll call vote:  Ayes:  Staudt, Dunkel, and Enabnit; Nayes:  none.  Motion carried 3-0.

Future agenda items discussed were problems getting volunteer firemen for townships, snow removal at the DHS building and contacting Schoonover tuck pointing for bids to fix brick problems on the courthouse building.

A motion was made by Supervisor Dunkel and seconded by Supervisor Staudt to adjourn.  Motion carried 3-0.
