The Floyd County Board of Supervisors met for regular session at on Tuesday, March 27, 2012 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Kamm, Supv. Kuhn, and Supv. Dunkel.
Kuhn/Dunkel moved to approve minutes for March 12, 13, and 20, 2012.Motion carried 3-0.
Kuhn/Dunkel moved to approve the following claims:County #2595-2710, Secondary Roads #14109-14141, MH-DD #59461-59467 and Drains #30.Motion carried 3-0.
Five bids for the 404 Hazard Mitigation Property Acquisition Demolitions Program were opened with bids as follows:Fullerton Excavating-$11,225, Cole Excavating-$13,950, Lansing Bros. Construction-$23,340, Active Thermal Concepts-$34,761, and Building and Grounds-$42,610.Kuhn/Dunkel moved to approve Res #10-12 404 Hazard Mitigation Property Acquisition Demolition Programs Bid awarding the contract to Fullerton Excavating subject to the Auditor’s review to ensure specification are met.Motion carried 3-0.
Kuhn/Dunkel moved to abate a $124 penalty for parcel #091138101300 which may have been a result of an error or delay in the normal recording and taxation process of a subdivided parcel originally owned by Wayne & Carol Johnson.Motion carried 3-0.
Dunkel/Kuhn moved to approve the County to be the Fiscal Agent for a FY13 Community Coalition Grant in the amount of $3,000.Motion carried 3-0.
Kuhn/Dunkel moved to approve Res #11-12 Appropriation Changes to appropriate certain departments from 90% to 100%.Motion carried 3-0.
Dunkel/Kuhn moved to approve the plans to put “Floyd” back on the courthouse and for the Board of Supervisors to start fundraising efforts and when the funds are available, to proceed with the project.Motion carried 3-0.
Dunkel/Kuhn moved to approve a letter to be sent to Veronica Litterer, Chamber Director, regarding a request for reimbursement of the unused funds for the Chamber/Revitalization Financial Project Coordinator’s position.Motion carried 3-0.
Kuhn/Kamm moved to approve Res #12-12 to Embargo Quarry Road.Motion carried 3-0.
Dunkel/Kuhn moved to approve an Underground Construction Application from Windstream Communications Inc. to set a new pedestal on Noble Ave, north of 290th St.Motion carried 3-0.
Kuhn/Dunkel moved to approve an Underground Construction Application from Windstream Communications Inc. to place cable on 285th St, east of Ocean Ave.Motion carried 3-0.
Dunkel/Kuhn moved to approve an Underground Construction Application from Heartland Power Coop to place electric lines on 155th St, east of Quail Ave.Motion carried 3-0.
The Chair signed an Adopt-A-High Certificate of Appreciation to the Pin Oak Estates Lot Owners Association.
Dustin Rolando, County Engineer, updated the Board on plans for traffic flow for the B57 road project with details will be finalized at the upcoming preconstruction meeting.Crews have been milling out holes on B57.Rolando has a preconstruction meeting today with Gus Construction for T18/Dancer Ave with the project starting in a couple of weeks.Foreman’s minutes were reviewed and discussed.The Board reviewed the 2013 Construction Program map which needs to be submitted by April 10.Rolando updated the Board with an attempt to flood the Capitol with interested parties as a last chance effort to support the fuel tax bill.Rolando was approached to close a road at a rail road crossing west of Rockford for the purpose of setting rail cars, eliminating vehicle traffic crossing at the railroad.Jim Sliger, North Iowa Fabrication, Rockford, notified the Engineer’s office about donating dirt for a project to widen shoulders on B47 going west out of Rockford; Rolando will look at the area and run some numbers to see if the cost of hauling the dirt warrants the project.
