The Floyd County Board of Supervisors met for regular session at on Tuesday, April 10, 2012 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Kamm, Supv. Kuhn, and Supv. Dunkel.
Public comment (Hwy 18/218 interchange at Floyd):Ron Dugan asked if the Board has done anything about the intersection at Floyd as he is concerned that any of the proposed interchange plans would cause him to close his restaurant.The Board will continue to express concerns to the Iowa DOT about poor access to Dugan’s restaurant but they have no authority to propose or stop what the DOT decides to do.The Board suggested Dugan contact Krista Rustad, Iowa DOT, to be put on their agenda.
Public comment (Closing railroad crossing near Rockford):Bobbie & Karen Dow provided a petition with 94 signatures opposing the closing of the railroad crossing northwest of Rockford at Winnebago Road and Red Ball Road.The Board commented that the County Engineer received one phone call from the ICN Railroad requesting the intersection be closed.The Dow’s commented that the closing of the intersection limits access for emergency vehicles, a welding business, mail services, school bus route, farm equipment, semi traffic and an exercise route.
Dunkel/Kuhn moved to approve minutes for March 26, 27 and April 2, 2012. Motion carried 3-0.
Kuhn/Dunkel moved to approve the following claims:County #2711-2871, Secondary Roads #14142-14182, and MH-DD #59468-59475.Motion carried 3-0.
Dunkel/Kuhn moved to approve, at the recommendation of the County Treasurer and County Attorney, the Agreement Between Floyd County and Polk County for electronic access to the public for communicating useful and relevant information and electronic payment of statutory fees, ITAT administrative fees and other charges.Motion carried 3-0.
Kuhn/Dunkel moved to approve and publish the Notice to the Public Regarding When Noxious Weeds Must Be Destroyed.Motion carried 3-0.
Dunkel/Kuhn moved to proceed with the reclassification of Drainage District #9 and direct the Kuehl & Payer engineer to proceed with the reclassification process.Motion carried 3-0.
Kuhn/Dunkel moved to approve the 2013 State Secondary Road Budget and the 2013 State Secondary Road 5-Year Construction Program.Motion carried 3-0.
Dunkel/Kuhn moved to approve the hiring of up to five summer help employees for the Secondary Roads Department.Motion carried 3-0.
Kuhn/Dunkel moved to approve an Underground Construction Application from Farmers Mutual Telephone Co.Motion carried 3-0.
Dunkel/Kuhn moved to approve an Underground Construction Application from Heartland Power Coop.Motion carried 3-0.
One bid for 2012 crush stone/rock resurfacing was received from Allied Manatts Group LLC.Kuhn/Dunkel moved to accept the 2012 rock resurfacing bid for 92,250 tons at $9.65 per ton, totaling $890,212.50 from Allied Manatts Group, LLC.Motion carried 3-0.
Dunkel/Kuhn moved to approve the Adopt-A-Highway Extension for Pin Oak Estates Lot Owner’s Association for two years.Motion carried 3-0.
The Board provided Dusty Rolando, County Engineer, with the petitions opposing the closing of the railroad crossing at Winnebago Road.If Rolando hears from the ICN Railroad he will let them know about the opposition of closing the crossing.The Board will let the Dow’s know the status of the petitions.
Rolando commented that he has not heard any more from the Iowa DOT about the Floyd intersection.Rolando and the Board suggested Dugan contact the IDOT and ask if they close the road to his restaurant if they will compensate for his loss of business or for relocation.
Rolando provided the Board with Foreman’s minutes.Crews have done work on Drainage District #3.Drainage district work, property owner assessments, interest on drainage warrants, and including drainage work as agenda items were discussed.The preconstruction meeting for B57 is scheduled for Thursday.
Dunkel/Kuhn motioned to adjourn the meeting.Motion carried 3-0.
