Floyd County Board of Supervisors Meeting

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, May 22, 2012 in the Board Room of the Floyd County Courthouse with the following in attendance: Supv. Kamm, Chair, Supv Kuhn, and Supv. Dunkel.
Kuhn/Dunkel moved to approve the agenda as presented. Motion carried 3-0.
Public comment - none.
Dunkel/Kuhn moved to amend the May 8, 2012 minutes to reflect the motion to approve the abatement of taxes, interest and penalty on tax receipt #1999/2000 10-11687 to be receipt #1999/2000 10-11686, and to approve the May 7 and 14 minutes as written and the May 8 minutes as amended. Motion carried 3-0.
Kuhn/Dunkel moved to approve the following claims: County #3138-3299 Secondary Roads #14251-14280, and MH-DD #59488-59493. Motion carried 3-0.
Dunkel/Kuhn moved to approve Res #17-12 Interfund Transfer transferring $146,964 from the Infrastructure Assistance Fund to the Debt Service Fund. Motion carried 3-0.
Dunkel/Kuhn moved to approve the Predevelopment Agreement and the Minimum Assessment Agreement between Archer Daniels Midland and Floyd County. Motion carried 3-0.
Kuhn/Dunkel moved to approve the Central Iowa Juvenile Detention Center 28E Agreement dated 4/20/2012 as amended. Motion carried 3-0.
Dunkel/Kuhn moved to approve Res #18-12, a resolution authorizing the chair of the Board of Supervisors to sign and the County Auditor to attest to an agreement between Floyd County and other interested counties, cities, and the soil and conservation districts establishing a watershed management authority within the Iowa portion of the Upper Cedar Watershed Management and to appoint Supv Kuhn to serve as a director on that 28E Authority Board. Motion carried 3-0. Supv Kuhn commented that there will be a kickoff meeting on June 27 at 3:30 p.m. at the Charles City Public Library for the four watersheds that will be evaluated for flooding as awarded with the Iowa Flood Center grant.
Dunkel/Kuhn moved to pay $44,408 from the General Basic Supplemental fund to the Emergency Management Fund. Motion carried 3-0.
Kuhn/Dunkel moved to approve the liquor license renewal for Floyd County Fair Society. Motion carried 3-0.
The public hearing for the FY12 County Budget amendment opened at 9:33 a.m. There were no written or oral comments made in support of or in opposition to the amendment prior to the meeting. The Auditor reviewed the proposed changes to the budget. The hearing closed at 9:43 a.m. Kuhn/Dunkel moved to approve the FY12 County Budget amendment. Motion carried 3-0.
Dunkel/Kuhn moved to approve Res #19-12 Appropriation Changes for the FY12 County budget amendment. Motion carried 3-0.
Dunkel/Kuhn moved to set June 12, following the regular Board meeting, for the canvass of the 2012 Primary Election. Motion carried 3-0.
Kuhn/Dunkel moved to approve a county license for a fireworks permit from Tim Laube, J & M Displays for an exhibit on June 2, 2012. Motion carried 3-0.
Dunkel/Kuhn moved to approve Res #20-12 Floyd County Citizens Convenience Center Closure Fund- FY13 Funding. Motion carried 3-0.
Dusten Rolando, County Engineer, updated the Board on road projects including Dancer Ave/T18 and B57. The Board advised Rolando of the ADM documents being approved so he could be prepared for road work. Supv Kamm requested that Rolando check the status of vacating Minor Rd. Rolando reviewed the bridge inspection process and efforts to have the SIMMS/State system changed so it could be more user friendly. The Board and Rolando discussed upcoming Iowa DOT meetings regarding the intersection at Floyd. Foremanís minutes and a timesheet were provided. The Board updated Rolando on the conversation with the Chickasaw County Board of Supervisors regarding his salary and the Engineerís contract renewal for FY13.
Dunkel/Kuhn motioned to adjourn the meeting. Motion carried 3-0.
