Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, June 12, 2012 in the Board Room of the Floyd County Courthouse with the following in attendance:  Supv. Kamm, Chair, Supv Kuhn and Supv. Dunkel.

Dunkel/Kuhn moved to approve the agenda as presented.  Motion carried 3-0. 

Public comment - none. 

Dunkel/Kuhn moved to approve the minutes of June 11 and 12, 2012.  Motion carried 3-0. 

Kuhn/Dunkel moved to approve the following claims:  County #3497-3714 Secondary Roads #14331-14357, and MH-DD #59507-59524.  Motion carried 3-0. 

Dunkel/Kuhn moved to approve the Agreement for Assignment of Tax Sale Certificate and Compromise of Taxes between Michael L. and Patricia A. Sinning and Floyd County for tax sale certificate 2003-03020 for parcel 25005324000400 for the sum of $100 plus a $100 statutory fee.  Motion carried 3-0.

Kuhn/Dunkel moved to direct the county attorney to write a letter to the City of Charles City to vacate the 2nd St property or enter into negotiations for the future disposition of the property.  Motion carried 3-0.

Dunkel/Kuhn moved to appoint Lori Paulus to the Conservation Board for another 5-year term ending June 30, 2017 and Sandra Paul to the Veteran Affairs Commission for a 3-year term ending June 30, 2015.  Motion carried 3-0.

Dunkel/Kuhn moved to approve the wage/salary certifications for FY13 per requests from Department Heads.  Motion carried 3-0.

Kuhn/Dunkel moved to approve contracting with Janssen Waterproofing to complete a brick replacement project on the north exterior wall of the building.  Motion carried 3-0.

Dunkel/Kuhn moved to approve FY13 contracts with Solution and authorize the Auditor to sign.  Motion carried 3-0.

Kuhn/Dunkel moved to approve Res #23-12 Public Purpose Service by County Expenditures for Economic Development.  Motion carried 3-0.

Dunkel/Kuhn moved to approve Res #24-12 Appropriations for FY13.  Motion carried 3-0.

Kuhn/Dunkel moved to set continue the August 6 workshop meeting for at 7 p.m. at the Fossil and Prairie Center in Rockford.  Motion carried 3-0. 

Dunkel/Kuhn moved to approve Res #25-12 Interfund Operating Transfer of $17,729 from the General Basic Fund/Conservation Department to the Conservation Capital Projects Fund/Conservation Reserve Dept.  Motion carried 3-0.

Kuhn/Dunkel moved to approve Res #26-12 A Resolution to Join 28E Intergovernmental Agreement for Mental Health & Disability Service Network Called County Social Services.  Motion carried 3-0.

Dunkel/Kuhn moved to approve Res #27-12 Interfund Operating Transfer of $88,226 from the General Basic Fund to the Secondary Road Fund.  Motion carried 3-0.

Kuhn/Dunkel moved to approve Res #28-12 Interfund Operating Transfer of $969,714 from the Rural Services Basic Fund to the Secondary Road Fund.  Motion carried 3-0.

Dunkel/Kuhn moved to authorize a transfer of funds from the Farm to Market account to the IDOT account for materials inspection costs in the amount of $638.95.  Motion carried 3-0.

Kuhn/Dunkel moved to approve the County Engineer’s Employment Contract and Agreement for July 1, 2012 through June 30, 2012.  Motion carried 3-0.

Dunkel/Kuhn moved to approve the retirement of Ervin Gene Boelsen effective June 22, 2012.  Motion carried 3-0.  Rolando intends to hire a replacement for the position. 

Dusten Rolando, County Engineer, updated the Board on the B57 project with the project being done before July 4th.  Delivery for the rubber tired excavator is a couple weeks out.  Patching on Underwood was discussed.  Rock resurfacing should start the week of July 9.  Rolando attended a bridge recertification class last week.  Crews have been working on day labor/box culvert projects.  The Board and Rolando discussed the intersection at Floyd.

Dunkel/Kuhn motioned to adjourn the meeting.  Motion carried 3-0.
