Floyd County Board of Supervisors Meeting

The Floyd County Board of Supervisors met for workshop session in the Board Room of the Floyd County Courthouse with the following in attendance: Chairman Kamm, Supv. Kuhn and Supv. Dunkel.
Kuhn/Dunkel moved to approve the agenda as presented. Motion carried 3-0.
The Board conducted the annual cash count for the Treasurer, Recorder and Sheriff’s office.
Supv Kamm commented that he attended the Area Development Board meeting where they talked about the Floyd interchange, the Winnebago Scout Camp, Connect Iowa, and interested parties in the 2nd Street property. Supv Kuhn commented that the county’s notice to the city regarding the 2nd St property did not make reference to the Board’s motion regarding negotiating with the city. The Board discussed the condition of the 2nd St property.
Supv Dunkel attended a County Social Services meeting where they accepted additional counties to the consortium and another county coming on board in August. Supv Dunkel also attended the America in Bloom reception.
Supv Kuhn attended the Iowa Flood Center meeting last week where they explained the process by which the four watershed authorities will be assessed using lidar technologies in ten foot by ten foot squares. The Upper Cedar River Watershed Management Authority met informally on Wednesday; there are 24 entities planned to participate in the authority.
The Board and the Auditor discussed employee benefits with respect to termination of employment via retirement or otherwise. Discussion included implementing a policy whereby IPERS benefits would end on the last day an employee physically works for the county and any accrued vacation time would be paid as a lump sum. The Auditor will draft a policy for review.
The Board discussed arrangements for an open house on Thursday to celebrate putting FLOYD back on the courthouse. The balance to raise yet to pay for the project is $885.82.
The Board noted that Supv Kamm approved an Application to Use Floyd County Courthouse Grounds by the Floyd County Fair to place a banner on the corner of Main and Gilbert.
The Board and Auditor discussed the upcoming ICIT technical assessment of Floyd County’s IT/GIS/purchasing processes/services. It has been brought to the county’s attention that the ICIT team would like login and certain credentials to access our servers and Solutions software programs so the Auditor has provided the team leader with the County’s Business Associate Agreement for Internet-Computer Usage form to be completed and returned for Board approval for the July 10 meeting. A Solutions representative would like to be present to assist with the assessment. The Board requested that the Auditor contact the two counties who have gone through the assessment for more information.
