  1. Floyd County Board of Supervisors Meeting

     December 12, 2005, 9:00 AM

     

    The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Monday, December 12, 2005 in the Boardroom of the Floyd County Courthouse with the following in attendance:  Chairman Enabnit, Supv. Staudt, and Supv. Dunkel.

    Staudt/Dunkel moved to amend the agenda to include noting the IDOT meeting tomorrow.  Motion carried 3-0.  Staudt/Dunkel moved to approve the agenda as amended.  Motion carried 3-0.    

    Dunkel/Staudt moved to approve the November 21, 22, 28, and December 5, 2005 minutes as written.  Motion carried 3-0.

    Staudt/Dunkel moved to approve the following claims:  County #1797-2064, Secondary Roads #17864-17922, and MH-DD #56367-56373.  Motion carried 3-0.

    Scott Dight, Stephanie Michaelson, and Jason Manning presented the Floyd County Fair Societyís 2004/2005 financials, 2005/2006 budget and request for funding for FY07.  The Fair Board may request help from secondary roads for culvert work for the driveway on Packard Ave.

    Virginia Ruzicka, April Echard, Elaine Ott, and Rita Hirv presented information regarding the Floyd County Libraries and requested an additional $10,000 for funding FY07.

    Dunkel/Staudt moved to appoint Myrna Jakoubek and Mike Marth for a 3-year term to the Hospital Commission and direct the Auditor to send notices to appointees and the Hospital.  Motion carried 3-0.

    The Board reviewed the bid from Schoonover Tuckpointing for repairs to the courthouse building.  Dunkel/Staudt moved to get bids for building repairs as required by the Code of Iowa.  Motion carried 3-0.

    Staudt/Dunkel moved to give permission to the Iowa State University Institute for Design Research and Outreach to go on the County Shed property for a project to design options along the recreational path adjacent to Wildwood Park.  Motion carried 3-0.

    Dunkel/Staudt moved to appoint Bruce Hovden with Sandy Hicks as an alternate to an Information Technology Sharing Committee and appoint a representative from Conservation - either Doug Schroeder or Barb McKinstry with Pat Zwanziger as an alternate to the Revenue/Grant Writing Sharing Committee.  Motion carried 3-0.

    Dunkel/Staudt moved to set out a time sheet for budget meetings with department heads for the first week of January, set an initial target amount for wages/salaries at 3% and request department heads provide a 3-5 year capital improvement plan when they present their budgets.  Motion carried 3-0. 

    Staudt/Dunkel motioned to give the okay for the Floyd County Veterans Memorial Committee to locate a memorial on the front part of the courthouse property pending the Board of Supervisorís final design approval.  Motion carried 3-0.

    Staudt/Dunkel moved to approve nine holidays per the Stateís tentative holiday schedule with no floating holidays for 2006.  Motion carried 3-0.

    Dunkel/Staudt moved to for the County to pay township trustees and clerks $20 per meeting and $10 per hour while engaged in official business for non-meeting activities where compensation is not paid by parties requiring their services per Iowa Code 359.46 and 359.47 effective July 1, 2006.  Motion carried 3-0.

    Staudt/Dunkel moved to approve the 2005 Weed Commissionerís Report and authorize the chairman to sign.  Motion carried 3-0.

    Dunkel/Staudt moved to approve the Enterprise Zone (EZ) Program Agreement with CDI, LLC and authorize the chairman to sign.  Motion carried 3-0.

    Staudt/Dunkel moved to:  a) set monthly single coverage health insurance at $522 plus dental insurance at $25 for a total of $547 premium and monthly family coverage health insurance at $1,392 plus dental insurance at $58 for a total of $1,450; b) approve Cox Insurance for our Stop Loss Insurance provider with a $55,000 limit.; c) add Comprehensive Transplant Insurance Coverage to the health care plan.  Motion carried 3-0. 

    The Board noted the resignation of Julie Randall, County Attorney office employee.

    The Board discussed arrangements for attending the IDOT meeting in Ames regarding the application for road work to the ethanol plant on December 13.

    The Board conducted an annual tour of the Floyd County Memorial Hospital.

    A motion was made by Supervisor Dunkel and seconded by Supervisor Staudt to adjourn.  Motion carried 3-0.
