Floyd County Board of Supervisors Meeting

August 14, 2012, 9:00 AM

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance:  Supv. Kamm, Chair, Supv Kuhn and Supv. Dunkel.

Kuhn/Dunkel moved to approve the agenda as presented.  Motion carried 3-0. 

Public comment - none. 

Kuhn/Dunkel moved to amend the August 6, 2012 minutes to reflect that it was a “special” meeting rather than a “workshop” meeting and approve the July 23 and 24 and amended August 6 minutes.  Motion carried 3-0. 

Kuhn/Dunkel moved to approve the following claims:  County #261-417, Secondary Roads #14434-14482, MH-DD #59535-59546, and Drains #3.  Motion carried 3-0. 

Dunkel/Kuhn moved to approve the contract between WinndSunn and Floyd County Board of Supervisors for the Fossil Park and Prairie Center solar panels project.  Motion carried 3-0.

Dunkel/Kuhn moved to approve the contract between Kitchen Construction, LLC and Floyd County Board of Supervisors for the Fossil Park and Prairie Center wind turbine project.  Motion carried 3-0.

Supv Kuhn informed the Board about the $19,620 Iowa Energy Center’s grant approved which covers the cost of a GreenTouch Screen Kiosk/Quality Attributes Software for the Fossil Park and Prairie Center.  The vendor requires a purchase order for the kiosk and then they will meet with the center to discuss specific options for the “look” of the system.  Meetings will be held to show interested parties how the system works which lends itself as an economic development tool throughout the county. 

Kuhn/Dunkel moved to set a public hearing for a FY13 budget amendment for September 11 at 9:30 a.m.  Motion carried 3-0.

Kuhn/Dunkel moved to approve Res #29-12 regarding setting a public hearing for the disposition of Second Street property/old county shed with additional language to allow interested parties to contact the Auditor for an appointment to view the property.  Motion carried 3-0.

Dunkel/Kuhn moved to approve the June 30, 2012 Treasurer’s Semi-Annual Report.  Motion carried 3-0.

Dunkel/Kuhn moved to table action on a request for property tax suspension per Iowa Code 427.9 until further research and advisement from the County Attorney.  Motion carried 3-0. 

Kuhn/Dunkel moved to approve an Underground Construction Application from Windstream Communications, Inc.  Motion carried 3-0.

Engineer’s Report:  Dusten Rolando, County Engineer, provided foreman’s minutes and his timesheet.  The rubber tired excavator arrived and is being paid for today.  Rock resurfacing should be finished this week.  Interviews for a secondary roads operator are being conducted.  A door at the Nora Springs shot has been replaced.  Since we received some rain, crews have been blading roads; Rolando has taken a couple of calls on roads not being bladed.  Rolando is working on future road and bridge plans.  Crews have been working on day labor projects including one on Echo and 140th.  Approximately 17 signs that have been damaged due to vandalism; the Board advised Rolando to visit with the Sheriff.  Rolando is looking at purchasing a new sign truck and would like to take bids on a chassis and then take it to Stellar for body placement of sign equipment, compartments, crane, etc.  Rolando read a letter from Jason Sauder regarding apologies for boarding up a culvert area to retain water; the letter reads that he has removed the barricade.  Rolando brought up concerns of not being having policies in place to be compliant with Title VI; this could disallow federal funding.

Kuhn/Dunkel motioned to adjourn the meeting.  Motion carried 3-0.
