Floyd County Board of Supervisors Meeting

October 9, 2012, 9:00 AM

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance:  Supv. Kamm, Chair, Supv Kuhn and Supv. Dunkel.

Kuhn/Dunkel moved to approve the agenda as presented.  Motion carried 3-0. 

Public comment:  None. 

Kuhn/Dunkel moved to approve the minutes of September 24 and 25, 2012.  Motion carried 3-0. 

Dunkel/Kuhn moved to approve the following claims:  County #826-951, Secondary Roads #14588-14627, and MH-DD #59569-59573.  Motion carried 3-0. 

Gail Arjes, Public Health/Home Health Care Director, provided an updated job description for Janice Brahnís position, including a new title called Data Entry Clerk/Electronic Medical Records Administrator.  The job description identifies duties regarding Electronic Medical Records software and other additional duties taken on over the past two years.  Brahn is currently making $13.35/hour.  Kuhn/Dunkel moved to increase Janice Brahnís wages by 3% effective the next pay period.  Motion carried 3-0.

Jeff Sherman, Zoning/E911 Addressing/Sanitarian Director, presented information regarding hiring a person through Kelly Services at a cost of $13.41/hour.  Dunkel/Kuhn moved to hire a temporary person through Kelly Services at a cost of $13.41/hr with the person working up to 12 hours per week through December 10 or until the full-time assistant returns from leave.  Motion carried 3-0. 

Kuhn/Dunkel moved to approve the purchase of Solutionís Drainage Tax Receipts software license for the Treasurerís department and pay for it from the Dept 52 budget.  Motion carried 3-0.  The Board requested the Auditor provide information on charging the drainage district administration fees back to the districts. 

Dunkel/Kuhn moved to postpone the 10:30 a.m. Public Hearing for Drainage District #12, a continuance from the August 28 initial hearing, until November 13 at 10:30 a.m.  Motion carried 3-0.

Kuhn/Dunkel moved to approve an Underground Construction Application from Century Link d/b/a Qwest.  Motion carried 3-0. 

Engineerís Report:  Dusten Rolando, County Engineer, provided the Foremanís minutes and his timesheet.  Crews are getting equipment ready for snow removal.  Bridge crews have been working on voids on bridges.  Preliminary plans on projects were discussed.  Supv Kamm mentioned the airport is doing an environmental study for runway expansion and suggested Rolando contact them to see if they need fill.  Potential projects for farm-to-market roads were discussed.  Plans for pavement markings, longitude, and PC patching projects will be prepared for letting next year.  Recommendations for Map 21 projects were made to the NIACOG board.  If we get more rain crews will blade roads.  Rolando updated the Board on upcoming training and meetings. 

Dunkel/Kuhn motioned to adjourn the meeting.  Motion carried 3-0.
