UNAPPROVED MINUTES

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance:  Supv. Kamm, Chair, and Supv. Kuhn, Absent:  Supv Dunkel.

Kuhn/Kamm moved to approve the agenda as presented.  Motion carried 2-0.

The Board will review claims individually on their own.

Update on various boards/commissions/activities since the last meeting:  Supv Kamm attended a Central Iowa Juvenile Detention Center meeting where discussion included other detention centers are not willing to take CIJDC’s overload of juveniles and that there is a $2 million addition to the facility which double the size.

The Auditor updated the Board on the following courthouse projects:  1) Janssen Waterproofing is likely not going to be able to start and complete the north exterior wall project this fall due to finishing up other jobs but they could be here first thing in the spring.  This will likely delay the roof project until FY14.  2) Quade Construction is going to be insulating the county attorney’s door that enters into the north hallway.  3) The Clerk of Court has requested more benches on 3rd floor.  The Auditor is getting bids and working with the state on sharing the cost.

The Board discussed financing the balance of the project to put FLOYD back on the courthouse.  Supv Dunkel’s check has not been received yet to know what the remaining balance will be for the Board to split.

The Board noted the receipt of a letter from the Iowa Department of Corrections regarding a September 28 jail inspection.  Two corrective actions regarding lighting and mattresses were discussed as well as comments regarding the jail being clean, well managed, and well-maintained.

The Board noted the hiring of Theresa Walters, part time Public Health/Home Health Care Aide, effective October 22, 2012 at a starting wage of $9.00/hour with and a $0.50 increase following a 6-month probationary period.

Mark Melrose, Melrose Insurance, and Jason Johansen, Mutual Med, presented a review of the Floyd County Health Insurance renewal options.  Discussion included EBS providing notices for certain Health Care Reform by specific deadlines, consideration to allow single insured employees to purchase the family dental insurance at no cost to the County, Johansen providing information on two additional tiers (i.e. employee/spouse and employee/children) if it would save on premiums, and setting rates for January 1, 2013.

Melrose and the Board discussed raising the county’s umbrella policy limit.

Future agenda items:  nothing discussed.

Kuhn/Kamm motioned to adjourn the meeting.  Motion carried 2-0.
