Floyd County Board of Supervisors Meeting

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance: Supv. Kamm, Chair, and Supv. Kuhn, Absent: Supv Dunkel.
Kuhn/Kamm moved to approve the agenda as presented. Motion carried 2-0.
The Board reviewed claims and discussed the purchase of boots for one department, sales tax on credit card charges, taxable/nontaxable fringe benefits, and hand written claims. The Board would like a memo regarding sales tax and timeliness of credit card payments to go to department heads and discuss the subject at the next department head meeting.
Update on various boards/commissions/activities since the last meeting: Supv Kamm has been attending some city council meetings throughout Floyd County. The committee for repurposing the Middle School will be meeting again and would like a board representative to replace Warren’s position. Supv Kamm also provided information regarding the city of Charles City’s fiber optics research/planning. Supv Kuhn attended a NIACOG meeting where they discussed the annual report, a Cedar Valley RC&D meeting where they pretty much now function as a support for 28Es and resource for grants. Supv Kuhn also attended a Landfill meeting where they discussed land rentals, hired two employees and made plans to purchase a aqua seeder. Supv Kamm visited about zoning issues for towers within a five mile radius from the regional airport which includes an area in Chickasaw County.
The Board discussed appointments to various boards and commissions. Supv Kamm will follow up on the Charles City Area Development, Board of Health, Zoning Commission, and Board of Adjustments. Supv Dunkel will be asked about the Mental Health Center nomination.
The Board discussed notices from the County Attorney regarding changes to HUD forms for FEMA buyouts. The Board would like the County Attorney to visit with them more about the changes.
The Board reviewed a resolution for debt services and the Urban Renewal documents due December 1.
The Board discussed a resolution due December 1 for assigned fund balances per GASB 54 for the FY12 cash report.
The Board noted FY12 audit reports for Floyd County Memorial Hospital, Charles City Area Development Corporation, and North Iowa Area Council of Governments (NIACOG).
Future agenda items: Second reading for the Molstead Estates #2 Subdivision, update on the Rockford dam and Boy Scout camp, and review of the county’s credit card policy.
Kuhn/Kamm motioned to adjourn the meeting. Motion carried 2-0.
