Floyd County Board of Supervisors Meeting

November 27, 2012, 9:00 AM

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance:  Supv. Kamm, Chair, and Supv Kuhn; absent:  Supv. Dunkel.

Kuhn/Kamm moved to approve the agenda as presented.  Motion carried 2-0. 

Public comment:  None. 

Kuhn/Kamm moved to approve the minutes of November 13, 2012.  Motion carried 2-0. 

Kuhn/Kamm moved to approve the following claims:  County #1293-1450, Secondary Roads #14709-14725, and MH-DD #59595-59596 and Drain #8.  Motion carried 2-0. 

Kuhn/Kamm moved to abate the taxes in the amount of $108 on parcel #91047700300, receipt #2012-2013-10-11102-01 for the City of Rockford.  Motion carried 2-0.

Kuhn/Kamm moved to approve Payment In Lieu of Taxes (PILOT) Consideration of Waiver with the North Iowa Regional Housing Authority (NIRHA) in the amount of $150.34.  Motion carried 2-0.

Kuhn/Kamm moved to approve the applications and cancellations for Family Farm Tax Credit for 2012.  Motion carried 2-0.

Kuhn/Kamm moved to approve Res #35-12, a Resolution of FY 12 Assigned Funds for GASB 54 in the amount of $65,051.41.  Motion carried 2-0.

Kuhn/Kamm moved to approve Res #36-12, Debt Certification for the Urban Renewal Road projects.  Motion carried 2-0.

The Board reviewed the second reading of the Molsteads Subdivision #2.  Dustin Rolando, County Engineer, updated the Board on the condition of the road which meets the county road criteria but has not officially been entered into the county road system.  Kuhn/Kamm moved to approve Res #37-12, Molstead Estates #2, A Subdivision Final Plat, approving the second reading of the application, waiving the third reading, approving the application for the subdivision as final, and noting the road is not included in the county road system at this time.  Motion carried 2-0.

Engineer’s report:  Rolando updated the Board on Secondary Roads projects.  Design work has been submitted for Underwood patching job.  Specifications for a new sign truck are still being considered.  The rebuild of a Caterpillar grader is being planned.  New pickups will likely be purchased sometime in the near future.  Timesheets were provided.  Plans for culvert work on T26 are in the works. 

Kuhn/Kamm motioned to adjourn the meeting.  Motion carried 2-0.
