The Floyd County Board of Supervisors met as required by law for the annual organizational meeting at 9:00 a.m. on Monday, January 2, 2013 in the Board Room of the Floyd County Courthouse with the following in attendance:Supv. Kuhn, Supv. Kamm and Supv Schwickerath.
Officials elected in the 2012 General Election were sworn in, including Roy Schwickerath, Supervisor, Rick Lynch, Sheriff, and Gloria Carr, Auditor.
Kuhn/Schwickerath moved to approve the agenda as presented.Motion carried 3-0.
Schwickerath/Kamm moved to elect Supv Kuhn as Chairperson for the Board of Supervisors for 2013.Motion carried 3-0. Supv Kuhn continued the meeting.
Chairman Kuhn thanked the Supv Kamm for serving as Chair, thanked Supv Dunkel for serving as a Supervisor, and welcomed Supv Schwickerath as a new supervisor.Supv Kuhn provided three goals he would like to see over the next year:1) Passing a budget that meets the needs of the Floyd County citizens at a price that the tax payers can afford, 2) continue efforts to make the board more open, transparent and accountable, 3) improve relationships with all seven cities in Floyd County and their elected officials, and 4) while the Boar d might not agree in every issue, this board of supervisors will not engage in partisan gridlock that you see in Washington, DC.
Kuhn/Kamm moved to appoint Roy Schwickerath as the vice chair of the Board of Supervisors to conduct meetings in the absence of the Chair.Motion carried 3-0.
Schwickerath/Kamm moved to continue to hold the regular Board meetings at 9:00 a.m. on the second and fourth Tuesdays of the month, Workshops at on Mondays and department meetings on the first Tuesday of each month at Motion carried 3-0.
Kamm/Schwickerath moved to authorize the Auditor and other department heads to destroy certain useless documents over ten years old. Motion carried 3-0.
Schwickerath/Kamm moved to approve Resolution #01-13 To Draw Warrants-2013, authorizing the Auditor to draw warrants for certain fixed charges against the County. Motion carried 3-0.
Kamm/Schwickerath moved to name the Charles City Press and Rockford-Nora Springs Register as the official county newspapers. Motion carried 3-0.
Schwickerath/Kamm moved to approve the appointments to the various departments. Motion carried 3-0.Appointments are as follows:

Schwickerath/Kamm moved to appoint Dusten Rolando to the Cedar Valley Transportation Center Joint Board and give him the discretion to name one of his assistants as an alternate. Motion carried 3-0.
Kamm/Schwickerath moved to approve Mark Kuhn to act as power of attorney for Floyd County business with Farm Service Agency for 2013.Motion carried 3-0.

Schwickerath/Kamm moved to approve Resolution #05-13 allowing certain individuals to take county vehicles and equipment home and be available on a 24-hour basis. Motion carried 3-0.
Kamm/Schwickerath moved to approve Russ Litterer and Don Ewen as Rockford Township Trustees for the remaining term to fill a vacancy and a new term, respectively, until the next pending election.Motion carried 3-0.
The Board noted the 2012 Weed Commissioner report.
The Board recessed for 5 minutes.
The Board continued with FY14 budget reviews for the following departments:Sheriff and Emergency Management.
