Floyd County Board of Supervisors Meeting

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance: Supv Kuhn, Chair, Supv Schwickerath and Supv Kamm.
Kuhn/Kamm moved to amend the agenda to include review/action regarding sending a letter of support for the Ulster Future Leaders 4-H group sign project. Motion carried 3-0. Kamm/Schwickerath moved to approve the agenda as amended. Motion carried 3-0.
Public comment: None.
Schwickerath/Kamm moved to approve the minutes January 7, 8 and 14, 2013. Motion carried 3-0.
Kamm/Schwickerath moved to approve the following claims: County #1881-2040, Secondary Roads #14821-14856, and MH-DD #59619-59622. Motion carried 3-0.
Kamm/Schwickerath moved to approve the Treasurer’s Semi-Annual Report. Motion carried 3-0.
Kamm/Schwickerath moved to approve the Unconditional Purchase Agreement between the Iowa National Heritage Foundation and Floyd County for the benefit of the Floyd County Conservation Board for the County to purchase the Winnebago Scout Reservation property from the Foundation for $750,000 and repay over a five year period. Motion carried 3-0.
Doug Schroeder, Conservation Director, provided samples of a proposed new maintenance and public restroom building for the Fossil & Prairie Center site.
Schwickerath/Kamm moved to approve an Underground Construction Application from Windstream Communications for 290th St west of Rampart Ave. Motion carried 3-0.
Engineer’s report: Dusten Rolando, County Engineer, provided his timesheet and foreman’s notes. Crews have been removing a lot of brush across the county and building box culverts. An update on county road projects was provided. Rolando plans to purchase two new pickup trucks through a state-wide bid. Specifications should be ready next week for the sign truck with bids for chassis to follow. Rolando provided samples of letters to dedicate and acceptance of a subdivision road. Rolando provided County Engineer salary comparison information from other counties. Rolando shared information on how bridges will be funded through STP dollars. Rolando encouraged the Board to attend a NACE conference on April 22.
Schwickerath/Kamm moved to provide a letter of support for a DuPont Pioneer Seed Grant application by the Ulster Future Leaders 4-H group. Motion carried 3-0.
The Board continued with FY14 budget planning. Discussion included running a proposed budget draft with 80% of the Comp Board recommendations for elected officials and 3% increase for employees not tied to a union/bargaining unit or elected official, negotiations for sheriff deputies, seeking the county attorney’s opinion on elected official appointments and reducing the number of appointments, and filling positions currently open with outside help or sharing help with existing staff across departments.
Kamm/Schwickerath motioned to adjourn the meeting. Motion carried 3-0.
