Floyd County Board of Supervisors Meeting

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance: Supv Kuhn, Chair, Supv Schwickerath and Supv Kamm.
Kamm/Schwickerath moved to amend the agenda by removing review/action regarding Workers’ Compensation Return to Work Program Policy and take action on it at a later date and to approve the agenda as amended. Motion carried 3-0.
Public comment: none.
One bid was received and opened for Project M2013-1-R Crushed Limestone resurfacing. Schwickerath/Kamm moved to approve a bid from Allied Manatts Group, LLC, for 92,000 tons of limestone surfacing at $10.07 per ton, totaling $927,447 with a completion date of May 28, 2013. Motion carried 3-0.
Kamm/Schwickerath moved to approve the March 25 and 26, 2013 minutes. Motion carried 3-0.
Schwickerath/Kamm moved to approve the following claims: County #2664-2819, Secondary Roads #14974-15010, and MH-DD #59647-59657. Motion carried 3-0.
Schwickerath/Kamm moved to approve Res #11-13 Resolution to Join 28E Intergovernmental Agreement for Mental Health & Disability Service Network Called County Social Services, Whereas Code of Iowa, 2011, Chapter 28E and Chapter 331, Section 331.438(C); the counties comprising a mental health and disability services region shall enter into an agreement under chapter 28E to form a regional administrator under the control of a governing board to function on behalf of those counties; Whereas a consortium of counties will provide greater equity of mental health & disability (MH/D) services in the region; Whereas a consortium of counties will provide greater equity of funding services in the region, Whereas a consortium of counties will provide more flexible administration that will improve the efficiency and effectiveness of plan administration with limited resources, Therefore, Floyd County resolves to join the County Social Services consortium by transferring Mental Health & Disability Services fund balance and the current MH/D Property Tax dollars to the County Social Services in exchange for equitable Mental Health & Disability Services coverage for residents of Floyd County. Motion carried 3-0.
Kamm/Schwickerath moved to approve the property tax suspension per Iowa Code 427.9 for the following five parcels: 410-120638400500, 510-091412600600, 360-140837700500, 410-120635600400, and 410-110117601000. Motion carried 3-0.
Schwickerath/Kamm moved to approve a Proclamation for “Light It Up Blue”, Autism Awareness Month. Motion carried 3-0.
Kamm/Schwickerath moved to approve Res #12-13 Financial Incentives for Small Wind Turbines Located in a Small Wind Innovation Zone: Whereas, the Board of Supervisors of Floyd County, Iowa, has adopted Ordinance #2011-2 Amended which contains language on pages 23-25 that creates a Small Wind Innovation Zone in compliance with Iowa Code 476.48, and Whereas, Floyd County was designated by the Iowa Utilities Board as one of the first two counties in Iowa to incorporate a Small Wind Innovation Zone Ordinance, and Whereas, the Board of Supervisors has determined that economic development resulting from the construction, maintenance, job creation, and property taxes collected from small wind turbines to be of benefit to the taxpayers of Floyd County and to be in the public interest, and Whereas, Floyd County has invested in its own renewable energy future by erecting a 10kW small wind turbine and a 10kW solar panel at the Fossil & Prairie Center, and Whereas, the renewable energy system at the Fossil & Prairie Center is designed to educate county residents who are interested in purchasing a small wind turbine or a solar panel, and Therefore, be it resolved, by the Floyd County Board of Supervisors that $5,000 be dedicated for financial incentives for small wind turbines located in a small wind innovation zone; and Therefore, be it resolved, that anyone who erects a small wind turbine according to the provisions in Ordinance #2011-2 Amended in a Small Wind Innovation Zone in Floyd County shall be eligible for a $500 grant from Floyd County upon completion and inspection of the small wind turbine by the Administrator of the Floyd County Planning & Zoning Department. Motion carried 3-0.
Schwickerath/Kamm moved to approve the Notice to the Public-Noxious Weeds Must Be Destroyed and publish accordingly. Motion carried 3-0.
Kamm/Schwickerath moved to approve an Underground Permit to bury fiber optic cable in county right of way around Marble Rock for Farmers Telephone Company of Riceville. Motion carried 3-0.
Schwickerath/Kamm moved to approve a contract for 200th St grading with Rognes Bros. Excavating of Lake Mills for $46,690.70 Project BROS-CO34(86)—8J-34 and authorize the chair to sign when the contract becomes available. Motion carried 3-0.
County Engineer report: Dusten Rolando, County Engineer, provided his timesheet and foreman’s notes. Wings from snow removal equipment have been removed. Crews have been maintaining roads, spot rocking where needed, building 3x5 culverts and signs knocked down from plowing roads are being replaced. Staff has been working on bridge inspections and bridge designs. Specs for the sign truck have been sent out with bids due next week. There are no legislative updates on the gas tax bills. Rolando is working on space at the Cedar Valley Transportation Center to have the Treasurer’s office be able to conduct IDOT CDL testing. The bridge at Rockford is closed. Rolando has not heard of any complaints about dust issues from people traveling on detoured gravel roads; calls should be directed to the City of Rockford.
The Board recessed at 9:45 until 10 a.m.
The public hearing for bids on the Double Tee Bridge Project L-FY14-01—73-34 at 260th west of Echo Ave opened at 10 a.m. There were no oral or written comments received prior to the meeting. One bid from PCI for $96,355.50 was opened. Rolando explained the budget he had for the project. With no other comments, the hearing was closed at 10:05 a.m. Schwickerath/Kamm motioned to accept the bid from PCI for $96,355.50 for the Double Tee Bridge Project L-FY14-01—73-34 at 260th west of Echo Ave at the recommendation of the County Engineer. Motion carried 3-0.
Kamm/Schwickerath motioned to adjourn the meeting. Motion carried 3-0.
