Floyd County Board of Supervisors Meeting

May 13, 2013, 9:00 AM


The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance:  Supv. Kuhn, Chair, Supv. Schwickerath, and Supv Kamm.

Schwickerath/Kamm moved to approve the agenda as presented.  Motion carried 3-0.

The Board will review claims individually prior to tomorrow’s regular meeting.

Updates on previous boards/commissions/activities:  Supv Schwickerath spoke at the Cambrex open house for the recent addition, a Foster Grandparent Advisory Board meeting and a Community Revitalization board meeting.  Supv Kamm facilitated the Department Head meeting.  Supv Kuhn met with the mayor and city council of Colwell to discuss them being on an application for the Upper Cedar Watershed Management Improvement Authority for a Beaver Creek project and, along with seven deputies, attended the Des Moines Peace Officer’s memorial for Levi Bowers, deputy sheriff from Rockford killed in 1916 who was memorialized with other fallen peace officers.  Supv Kamm will attend the NIACOG meeting due to Supv Kuhn being double booked with another commitment. 

Mark Melrose, Melrose Insurance agent, and Jason Johanns, Mutual Med rep, presented a quarterly report of the County’s health insurance plan.  Changes due to health care reform were discussed.  Effective January 1, 2014 health care insurance will be available on the Health Insurance Exchange.  Businesses with over 50 employees must provide coverage or be subject to penalties.  Plans where employees pay more than 9% of wages is considered not affordable.  Employee notices are required to be sent by October 1; Johanns will provide a final version of the notice.  W-2 reporting of health care costs will also be required in 2014.  Discussion included changing the plan to a fiscal year rather than a calendar year and providing employee educational materials in the future. 

The Board discussed changes to the Zoning Administrator/Safety Coordinator/GIS Technician.  Supv Kuhn proposed eliminating the GIS responsibilities from the job description offering a position for Zoning Administrator/Safety Coordinator, inform applicants who previously applied about the change so they have an opportunity to reapply, advertise for the position with applications/resumes due May 24, and starting wage range of $28-32,000.  Supv Kuhn also proposed forming a three member committee consisting of Bruce Hovden, Dusty Rolando, and Supv Schwickerath to study the need for a GIS technician with input from department heads and consider the benefits of the position in effort to enhance our internal operations or improve information to the public.  Discussion included the need to get a planning/zoning person on board to provide some relieve to Jeff Sherman, Zoning/E911 Addressing/Sanitarian.    

Shelley Smith, FMC Coordinator, dropped off a Community Partnerships for Protecting Children renewal contract that will be acted on at tomorrow’s meeting.  The new contract will allow for a $25,000 contract.   

The Board drew names of certain department heads to review performance evaluations with.  The Auditor will prepare accumulated totals of evaluations and send letters to the chairs of each board for each department head, 

The Board reviewed information for the FY13 County Budget amendment including increases to expenses for the Sheriff, Mental Health, Conservation, Conservation Capital Projects, REAP, and General Services expenses and increases in revenues for General Services (FEMA), Board of Health, and Recorder. 

The Board noted a letter from the Auditor regarding hiring Amanda Wegner as a Clerk I, starting May 28 at $12.50 per hour. 

The Board noted the Central Iowa Juvenile Detention Center Audit Report for June 30, 2012.

Future agenda items:  Middle School Repurposing Committee appointment.

Kamm/Schwickerath motioned to adjourn the meeting.  Motion carried 3-0.
