Floyd County Board of Supervisors Meeting

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance: Supv Kuhn, Chair, Supv Schwickerath and Supv Kamm.
Kamm/Schwickerath moved to approve the agenda as presented. Motion carried 3-0.
The Board thanked Mitch Nordmeyer, Interim Emergency Management Coordinator, for his assistance to Floyd County since January and his devotion to Emergency Management. Nordmeyer thanked the Board for working with him and provided a letter and supporting documents of activities while assisting Floyd County.
Update on various boards and commissions: Supv Kamm said the Middle School Repurposing Committee is looking for a general direction and thoughts of utilizing the building and ultimately looking for a commitment of a presence in the building. This is nothing the Board needs to decide at this time, but rather something to think about. Supv Kuhn attended a Five Years Out meeting in Cedar Rapids as a recap of the flooding; ironically they were sandbagging in preparation of flooding. The Upper Cedar Watershed Management Improvement Authority approved a $1.563 million grant submitted by Floyd County, Chickasaw County, and the city of Colwell for a Beaver Creek project. They also received notice that they will be receiving Phase 2 money from the Iowa Department of Economic Authority for a watershed plan in the amount of $175,000.
Scott Henry, Summit Pork I, LLP, briefly presented information regarding a construction permit application for two new 2,200 head shallow pit swine finisher barns with slurry store for a new swine confinement facility in Scott Township. Supv Kuhn reviewed the DNR process and deadlines for reviewing the scoring of the matrix and make recommendations to approve or disapprove the application. Kamm/Schwickerath moved to set a public hearing on June 11 at 9:40 a.m. for a construction permit application for a feeding operation for Summit Pork I, LLP, in Section 30 Scott Township. Motion carried 3-0.
Kuhn/Schwickerath moved to offer the Zoning Administrator/Safety Coordinator position to Daniel Dana with a salary of $32,000. Motion carried 3-0.
Schwickerath/Kamm moved to approve Res #19-13 Setting date for a public hearing on amendment to the urban renewal plan for the Southwest Bypass Urban Renewal Area: WHEREAS, this Board, acting jointly with the City of Charles City, Iowa (the “City”), by resolution previously established the Southwest Bypass Urban Renewal Area (the “Urban Renewal Area”) and adopted an urban renewal plan (the “Plan”) for the governance of projects and initiatives to be undertaken therein; and WHEREAS, a proposal has been made which shows the desirability of adopting an amendment (the “Amendment”) to the Plan to authorize new urban renewal projects in the Urban Renewal Area, including (1) using tax increment financing to fund an economic development support payment to the Area Development Corporation in connection with a targeted industry analysis; (2) using tax increment financing to fund a forgivable loan to Cambrex in connection with an economic development project in the Urban Renewal Area; and (3) using tax increment financing in support of the fiscal year 2013 administration of the urban renewal program for the Urban Renewal Area, including providing staffing, professional, legal, administrative and planning support; and WHEREAS, this Board is desirous of obtaining as much information as possible from the residents of the County before adopting the Amendment; and WHEREAS, it is now necessary that a date be set for a public hearing on the adoption of the Amendment; NOW, THEREFORE, Be It Resolved by the Board of Supervisors of Floyd County, Iowa, as follows: Section 1. This Board will meet in the Board Room at the Courthouse, Charles City, Iowa, on the 25th day of June, 2013, at 9:30 o’clock a.m., at which time and place it will hold a public hearing on the proposed Amendment. Section 2. The County Auditor shall publish notice of said hearing, the same being in the form attached hereto, which publication shall be made in a legal newspaper of general circulation in Floyd County, which publication shall be not less than four (4) nor more than twenty (20) days before the date set for the hearing. Section 3. Pursuant to Section 403.5 of the Code of Iowa, the County Auditor is hereby designated as the County’s representatives in connection with the consultation process which is required under that section of the urban renewal law. Motion carried 3-0.
The Board noted a letter from Northwestern Mutual Life Insurance regarding their decision to waive surrender fees for transfers of 457b plans for eight employees. The Auditor informed the Board that a Nationwide representative was recently assigned to Iowa and will be setting up time with employees to enroll in 457b plans and process transfers.
The Board noted the hiring of Morgan Schlader as a summer intern for the Conservation Department, hired at $8.50 per hour with employment until mid-August.
Future agenda items: Further discussion regarding repurposing the Middle School.
Kamm /Schwickerath motioned to adjourn the meeting. Motion carried 3-0.
