Floyd County Board of Supervisors Meeting

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance: Supv Kuhn, Chair, Supv Schwickerath and Supv Kamm.
Kamm/Kuhn moved to amend the agenda to include action regarding the disposition of a county vehicle and reducing the county portion of health/dental insurance premiums and approve the agenda as amended. Motion carried 2-0.
Public comment: None.
Kamm/Kuhn moved to approve the June 24 and 25 and July 1, 2013 minutes. Motion carried 2-0.
Kamm/Kuhn moved to approve the following claims: County #3691-3707 and 1-126, Secondary Roads #15205-15248, and Drains #25-28. Motion carried 2-0.
Updates on various boards/commissions: Supv Kamm attended the department head meeting, spoke with a liaison from First Security Bank where they talked about targeting small town support and preservation, and updated Supv Kuhn about the efforts of the Middle School Repurposing Committee. Supv Kuhn attended a phase II planning meeting to discuss Phase II funding of $172,000 grant from the Iowa Economic Development Authority and will be traveling to Des Moines on Monday to finalize the grant.
Raina Kellogg, Case Management, explained the need for County Social Services electronic medical records needs and utilizing a company called Therup to be compliant and allow all members of the 21 county region will also be able to access records. The County Social Services board previously signed an agreement for CSS to use the services. Kamm/Kuhn moved to approve a County Social Services Secondary User Agreement with Therup and a Business Associate Agreement for Floyd County Case Management. Motion carried 2-0.
Kellogg also presented a quote from Storey Kenworthy for petitions and desks for staff at the Case Management office in the DHS building as recommended by the Advisory Board. Funding comes from 76% through Medicaid and 24% through the County Social Services budget. Kamm/Kuhn moved to approve the purchase of new office furniture and petitions from Storey Kenworthy for Case Management. Motion carried 2-0.
Kamm/Kuhn moved to approve Res #30-13, A Resolution of the Floyd County Board of Supervisors Petitioning the Iowa Economic Development Authority for Expiration Date Extension Pertaining to a Floyd County Enterprise Zone Certified in Calendar Year 2003: Whereas, Floyd County, Iowa is an eligible “Enterprise Zone” county pursuant 2013 Iowa Code Sections 15E.191 - 15E.196; and, Whereas, Floyd County has successfully implemented tenets of the Iowa Enterprise Zone program; and Whereas, the Iowa Enterprise Zone program has proven of great benefit to businesses, individuals, and citizens of Floyd County, Iowa; and, Whereas, there has arisen a legitimate developmental need to extend the expiration deadlines for specific Zones within Floyd County, Iowa, as certified by the Iowa Economic Development Authority; and, Whereas, Iowa statutes confer responsibility for Enterprise Zone administration upon the Iowa Economic Development Authority; now, therefore, be it resolved, that the Board of Supervisors of Floyd County, Iowa, requests the following action of the Iowa Economic Development Authority: That the expiration date of the Floyd County, Charles City EZ-18, 4.13 acres, certified on 12/17/03 be extended correlative with the letter and intent of 2013 Iowa Code Section 15E.192 Subsection 2 and respectfully requests that the Board of Directors of the Iowa Economic Development Authority consider this petition at its next regularly scheduled meeting. Motion carried 2-0.
Kuhn/Kamm moved to split the Zoning Administrator/Safety Coordinator salary with 90% coming out of Zoning/Rural Services and 10% coming out of General Services/General Fund. Motion carried 2-0.
Engineer’s Report: Dusten Rolando, County Engineer, provided foreman’s minutes and his time sheet. Quote for repairs to drainage district #1 were provided and will be addressed at the July 23 meeting. Crews are blading gravel roads and mowing ditches on hard surface roads. The longitudinal tile project on Underwood Avenue has started. A preconstruction meeting for pavement markings is at 1:30 today. There is a meeting in Greene with FEMA regarding the county being declared a disaster. Road grading for Draeger project should be starting soon. Rolando will be in Ames next week for meetings.
Kamm/Kuhn moved to approve the FMC Early Childhood Iowa contract for FY14. Motion carried 2-0.
Supv Schwickerath called in to join the meeting
Kamm/Kuhn moved to dispose of the 2004 Chevy Impala by advertising through a sealed bid process. Motion carried 3-0.
Kamm/Schwickerath moved to go into a closed session at 9:40
The Auditor reported that the Assessor requested the County to fund $500 toward the $15,500 purchase of a 2012 Impala with the intentions of providing the 2005 Impala to the county to drive; this allows the county to dispose of the 2004 Impala. Kamm/Kuhn moved to advertise for the disposition of the 2004 Impala by sealed bids. Motion carried 3-0.
Kamm/Schwickerath movd to go into a closed session per Iowa Code Chapter 21.5.1.c to discuss matters of litigation. Roll call vote: Ayes-Kuhn, Schwickerath, Kamm. Motion carried 3-0. The Board commenced with a closed session meeting at 9:45 a.m. Kamm/Schwickerath moved to go out of closed session at 11:07 a.m. Roll call vote: Ayes-Schwickerath, Kamm, Kuhn. Motion carried 3-0. No action was taken following the closed session meeting.
Supv Schwickerath excused himself from the meeting.
The Board noted the fees collected for the quarter ending June 30, 2013 by the Auditor and Recorder.
Kamm/Kuhn moved direct the Auditor to reduce the county portion only of health/dental insurance premiums to $0 for seven pay periods from the General Supplemental, Rural Services, Mental Health, Secondary Roads, Assessor, FMC Early Childhood Iowa, E911 and Emergency Management funds that would normally be paid to the Floyd County Employee Health Care Trust Fund. Motion carried 2-0.
Kamm /Kuhn motioned to adjourn the meeting. Motion carried 2-0.
