Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance:  Supv. Kuhn, Chair, Supv. Schwickerath and Supv Kamm.

Kamm/Schwickerath moved to approve the agenda as presented.  Motion carried 3-0.

Updates on previous boards/commissions/activities:  Supv Kamm attended a landfill meeting.  Supv Schwickerath attended a Board of Health, NIVC, Community Revitalization and Veterans Appreciation meetings, and the ISAC Fall Conference.  Supvs Kamm and Schwickerath attended the Communications and E911 meetings. Supv Kuhn attended the NIACOG meeting. 

Eric Whipple, Floyd County Firefighters Association representative, requested the Supervisors to fund repairs to an air compressor to replace the one purchased 14 years ago.  The equipment is used by every department in the county to refill air packs and do air quality checks on breathing packs.  The current compressor has an oil leak and either needs repaired at a cost of approximately $5,618.04 or purchase new for $30,083.  The Association has some revenue from dues and assisting at events such as the Figure 8 races.  The Board will act on this at a future meeting.

Darcy Schmitt, Wellmark rep, and Mark Melrose, Melrose Insurance Agency, reviewed the 2014 Renewal Information.  Schmitt will provide quotes for other deductible options for health coverage.  A review of the past 18-months of the health care costs was reviewed.  Melrose reviewed quotes for dental coverage and has two other options that should come in yet this week.

The Board reviewed a proposal for consideration of EBS taking over COBRA administration.  The Auditor will clarify the fees and provide more info at a future meeting.

The Board noted the FY13 Central Services Cost Allocation Plan from Cost Advisory Services, Inc.  The report reflects a total reimbursement of about $32,791for DHS Local Administrative Expenses and Targeted Case Management indirect costs are $16,353. 

The Board noted the receipt of the North Iowa Vocational Center annual report ending June 30, 2013.

Future agenda items:  Watershed management authority/NIACOG contract, NIHRA request for waiver of payment in lieu of taxes, participation/notifications in Southwest TIF projects.

Schwickerath/Kamm motioned to adjourn the meeting.  Motion carried 3-0.
