of Supervisors Meeting

The Floyd County Board of Supervisors met in the Board Room of
the Floyd County Courthouse with the following in attendance: Supv Kuhn, Chair, Supv Schwickerath and Supv
Kamm/Schwickerath moved to approve the agenda as presented. Motion carried 3-0.
Public comment: none
Schwickerath/Kamm moved to approve the November 12 and 18, 2013 minutes
as presented. Motion carried 3-0.
Kamm/Schwickerath moved to
approve the following claims: County #1537-1694,
Secondary Roads #15529-15554 and Drain #45, and make note to the Veteran
Affairs Department regarding the policy on paying late fee in reference to
claim #1542 . Motion carried 3-0.
Schwickerath/Kamm moved to
approve the North Iowa Regional Housing Authority request for Payment in Lieu
of Taxes (PILOT) Consideration of Waiver.
Motion carried 3-0.
Schwickerath/Kamm moved to abate
all taxes due on 122 W Main, Rockford, for the property donated to the City of
Rockford from Come Monday LLC. Motion
Kamm/Schwickerath moved to
approve the Beaver Creek Watershed Contract for Grant Writing and Technical
Assistance in the Administration of the Community Development Block Grant
Program for Disaster Recovery Infrastructure Improvements between Floyd County
and the North Iowa Area Council of Governments, whereby NIACOG will be
compensated by Floyd County up to $31,267 for administrative services and up to
$156,353 in project delivery costs for grant #08-DRIFWP-212. Motion carried 3-0.
Kamm/Schwickerath moved to approve the estimated
$5,618.04 cost to repair the Floyd County Fire Associationís air
compressor. Motion carried 3-0.
Schwickerath/Kamm moved to set a hearing on December
10 at 9:30 a.m. in the Board Room for the completion of work on 2013 tile repairs
for Drainage District #12. Motion carried 3-0.
Kamm/Schwickerath moved to approve the Annual Urban
Renewal Report for FY13 and approve Res #35-15 Debt Certification: Whereas, the Floyd
County Board of Supervisors is required to certify debt from December 1, 2012
through November 30, 2013, and whereas, the Auditor has reported the following
debt has been incurred during said period:
Urban Renewal/UR-T1 Project L-UR-FY14-01 T18 Longitudinal Subdrain Project
- $285,160.68; Therefore be it resolved that the Floyd County Board of
Supervisor certifies $285,160.68 in debt from December 1 through November 30,
2013. Motion carried 3-0.
Schwickerath/Kamm moved to set a public hearing for
December 24 at 9:30 a.m. in the Board Room for the letting of sealed bids for
the Rockford Dam Removal Project. Motion
Kamm/Schwickerath moved to adopt the plans and
specification for the Rockford Dam Demolition Project as provided by Barr
Engineering. Motion carried 3-0.
The Board mentioned that the county still needs to spend $270,000 in
Urban Renewal Bond Proceeds for road projects.
Duane Folz, Engineerís representative, mentioned that crews plowed snow
yesterday morning for a couple hours.
Snow removal equipment is all ready to go. The culvert project on 110th St
and the road should be opened up today. Crews
have been doing some driveway widening projects and will be working on some
brush cutting and building box culverts.
Folz mentioned there has been more discussion on closing the 170th
and Walnut Ave bridge with the adjacent property owner. Staff is working on wrapping up the 210th
St and Underwood bridge projects.
Kamm/Schwickerath motioned to adjourn the meeting. Motion carried 3-0.
