Floyd County Board of Supervisors Meeting

January 6, 2014, 9:00 AM

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance:  Supv. Schwickerath, Chair, Supv Kamm, and Supv. Kuhn.

Kamm/Kuhn moved to approve the agenda as presented.  Motion carried 3-0.

Updates on previous boards/commissions/activities:  none.

The Board noted the receipt of a letter from the Community Foundation of Floyd County regarding the approval of the $6.216.06 grant request for the 2014 Floyd County Housing Trust Fund Furnace Replacement Program, sponsored by the county.  A recognition ceremony will be held on January 22.

The Board noted the receipt of a City of Charles City resolution regarding a development agreement with the McQuillen Place, authorizing annual appropriation tax increment payments and pledging certain tax increment revenues to the payment of the agreement.

Amy Staudt and Craig Anderson, Floyd County Fair Board representatives, presented information on the improvements to the fair grounds and requested continued support of $10,000 from the general fund and $12,000 in rent for the dump site.  Representatives were informed of Supv Kuhn being assigned as a liaison to attend Fair Board meetings. 

The Board continued with FY15 budget reviews for the following departments:  Board of Health, Data Processing, Conservation, Conservation Capital Projects, Weed Commission, REAP, Environmental Protection Fund, Public Health, Zoning, Safety, and Sheriff.  Follow up is needed for support of funding the removal of the Rockford dam through a FY14 budget amendment.  The FY15 Data Processing budget will be reviewed again with completed budget information.  The Sherif’s budget included a proposal to house jail inmates at the Mitchell County Courthouse starting 7/1/2014 due to the more recent jail inspection report. 

Future agenda items:  Employee Handbook and process for reviewing the RFPs for the Beaver Creek Watershed project.

Kamm/Kuhn motioned to adjourn the meeting.  Motion carried 3-0.
