Floyd County Board
of Supervisors Meeting
January 20, 2014, 9:00 AM
The Floyd County Board of Supervisors met in the Board Room of the Floyd County
Courthouse with the following in attendance:
Supv. Schwickerath, Chair, Supv Kamm, and Supv. Kuhn.
Kamm/Kuhn moved to approve the agenda as presented. Motion carried 3-0.
Updates on previous boards/commissions/activities: Supv Kamm attended a Central Iowa Juvenile
Detention Center meeting and provided an update on the building project which
doubles the capacity for detention services and another county is considering
joining. He also attended a NIACOG meeting
where they reviewed financial, a Community Revitalization meeting, a Hotel/Motel
Tax meeting and a FOCUS meeting. Supv
Kuhn attended a Fair Society meeting where they discussed success in getting
their non-profit status back and are working with attorneys on how to pay money
due to the IRS. He also attended a
Veteran Affairs meeting. Supv
Schwickerath attended the Emergency Management Commission meeting and assumed
the Chair position for 2014. All three
supervisors attended Assessor’s Conference Board meeting. Upcoming meetings: Statewide Supervisor’s meeting on Feb 5 and a
Charles City urban renewal plan amendment meeting on Jan 22.
The Board noted the resignation of Mary Buehler as a
Home Health Care Aide effective January 31, 2014.
The Board noted the fees collected in December by the
Clerk of Court and in the quarter ending December 31 by the Auditor, Recorder
and Sheriff. Revenues received by the
Sheriff for housing inmates from other counties was discussed.
The Board reviewed Ordinance #10 Uniform Rural Address
System Ordinance of Floyd County. Jeff
Sherman, Environmental Health Director, and the board discussed changing the
references to “Zoning Administrator” to a generic designation, such as
“designated or assigned by the Board of Supervisors”. Sherman will visit with the County Attorney
to see if the Iowa Code has adopted any language that would make the ordinance
mute and recommend changes. Supv
Schwickerath suggested this be discussed at the E911 meeting.
Charles City Arts Center representatives Nicole
Fullard, Director, and Wendy Johnson, Board member, requested funding to do
mailings to notify residents of Floyd County of the space at the center that
can be used at no charge, encourage visitors to the center, introduce the
center to the public and hold events in other communities throughout the
county. An estimated $4,000 includes $3,000
for printing and mailing information and $1000 for supplies and mileage to
events throughout the community. The
Board will consider the request during the FY15 budget process.
Floyd County Community Foundation representatives Amy
Staudt, Board member, and Marci Andrews, Development Associate, requested
$10,000 each from Charles City and the County. Andrews mentioned 2013 accomplishments of the
foundation including four new endowment funds created.
The Board noted the receipt of the North Iowa Area
Council of Governments audit report for FY13.
The Board noted the receipt of a letter from the Iowa
Emergency Management association that Michael Morlan, Emergency Management
Coordinator, has completed the Emergency Management Coordinator program. A certificate for the program was also
FY15 Budget reviews:
The Veteran Affairs Commission presented their budget and discussed line
items for the $10,000 state allocation; the VA Director and Auditor will
discuss the allocation with state VA staff.
The County Attorney’s budget was reviewed and the board discussed
Watershed projects, Mental Health fund, and ADC, Chamber and Community
Future agenda items:
Jail Service Contract with Mitchell County and Staudt/Scout Camp
Kamm/Kuhn motioned to adjourn the meeting. Motion carried 3-0.
