Floyd County Board of Supervisors Meeting

January 28, 2014, 9:00 AM


The Floyd County Board of Supervisors met in the Board Room of the Floyd County Courthouse with the following in attendance:  Supv Schwickerath, Chair, Supv Kamm and Supv Kuhn. 

Kamm/Kuhn moved to approve the agenda as presented.  Motion carried 3-0.

Public comment:  none

Kuhn/Kamm moved to approve the January 14 and 20, 2014 minutes as presented.  Motion carried 3-0.

Kamm/Schwickerath moved to approve the following claims:  County #2004-2351 and Secondary Roads #15664-15683.  Motion carried 3-0.

Chris Diggins, NIACOG representative, and the Board discussed the Beaver Creek Watershed process for reviewing the qualifications from reputable and qualified engineering firms for professional engineering services.  Five firms responded to the request for proposals.  A subcommittee made of Supv Kuhn, a representative from the Chickasaw County Supervisors, Dennis Sande, Floyd & Chickasaw County NRCS representative, Laurie Simpson, Zoning Coordinator, and Auditor Gloria Carr will meet on Thursday at the courthouse to review the proposals. 

The Board reviewed the 2013 Weed Commissionerís Report.  Supv Kuhn commented that he believes Water Hemp, a weed showing up in ditches and fields, should be added to future reports due to it showing its resistance to the herbicide Round Up and its generic brand.  Kamm/Kuhn moved to approve the 2013 Weed Commissionerís Report.  Motion carried 3-0.

Kamm/Kuhn moved to certify Doug Schroeder as the Floyd County 2014 County Weed Commissioner.  Motion carried 3-0.

The Assessor provided 553 Business Property Tax Credit Applications and recommended 13 for disallowance due to ineligibility because of the properties being taxed other than commercial.  Kamm/Kuhn moved to approve all applications for Business Property Tax Credit with the exception of 13 that are disallowed due to their property classification.  Motion carried 3-0.

Kuhn/Kamm moved to approve the Treasurerís Semi Annual Report ending December 31, 2013.  Motion carried 3-0. 

Kamm/Kuhn moved to approve two new departments, Dept 54 for Safety/Risk Management and Dept 55 for the Upper Cedar Watershed Management.  Motion carried 3-0. 

Kuhn/Kamm moved to set the public hearing at 9:30 a.m. on February 25, 2014 in the Board Room for the B60 Bridge Approach project.  Motion carried 3-0.

Engineerís Report:  Dusten Rolando, County Engineer, provided his timesheet and foremanís minutes.  Crews have been busy plowing snow over the weekend.  The Holly Avenue bridge project contract will be acted on at the next regular meeting.  The removal of the dam at Rockford should start tomorrow.  Rolando has been conducting interviews for the equipment operator and mechanic positions. 

Schwickerath/Kamm motioned to adjourn the meeting.  Motion carried 3-0.
