The Floyd County Board of Supervisors met for regular session at on Tuesday, March 28, 2006 in the Board Room of the Floyd County Courthouse with the following in attendance:Chairman Staudt, Supv. Dunkel, and Supv. Enabnit.
Enabnit/Dunkel moved to approve the agenda as presented.Motion carried 3-0.
Dunkel/Enabnit moved to approve the March 13, 14, and 20, 2006 minutes.Motion carried 3-0.
Enabnit/Dunkel moved to approve the following claims:County #3058-3208, Secondary Roads #18112-18128, and MH-DD #56494-56528.Motion carried 3-0.
The Board recessed at to the General Assembly Room to present retiring Zoning/911 Addressing/Sanitarian Administrator, Mike Milligan, with a certificate of appreciation for years of service and reconvened at in the Board Room for regular session with all Board members present.
Chairman Staudt opened the hearing on the matter of Fiscal Year 2007 to 2010 Strategic Action Plan for the Floyd County Mental Health and Development Disability Management Plan at CPC Director, Bob Lincoln, reviewed the plan for July 1, 2006 through June 30, 2009.The plan was reviewed with the Advisory Board prior to the hearing.There were no written or oral objections.The hearing was closed at
Dunkel/Enabnit moved to approve the plan and sign the Resolution to Adopt the Floyd Count Mental Health and Development Disability Management, Strategic Action Plan for Fiscal Year 2007 to 2010.Motion carried 3-0.
Enabnit/Dunkel moved to sign the slot request for the HCBS MR Waiver Program.Motion carried 3-0.
Dunkel/Enabnit moved to sign the Mental Health Center Waiver Request.Motion carried 3-0.
Chairman Staudt presented Jolene Patterson with a 25-years-of-service certificate and Lois Litterer with a 20-years-of-service certificate.
Enabnit/Dunkel moved to approve the Floyd County, Iowa Secondary Road Department and Teamsters Local Union No. 238 contract effective July 1, 2006 to June 30, 2009.Motion carried 3-0.
Dunkel/Enabnit moved to approve the 2007 State Secondary Road Budget and the 2007 State Secondary Road 5-year Construction Program.Motion carried 3-0.
Dunkel/Enabnit moved to approve a Resolution on Minimum Requirements for Newly Constructed Bridges, including a change to the minimum width of newly constructed bridges from 24 to 27 feet and authorize the chairman to sign.Motion carried 3-0.
Dusten Rolando, CountyEngineer, presented the 2006-2007 resurface map.The map will be posted in the Board Room.Rolando reviewed Secondary Road activities and Foremanís minutes.Rolando and the Board discussed an issue where a crick west of Marble Rock is eating away at some of the bank.Rolando stated the problem is not in the Countyís right of way so he will not do any work on the private property.Rolando is reviewing weight restricted bridges.Four requests for bids for the viaduct road west of CharlesCity were sent out.Calhoun-Burnes came in with the lowest bid at $13,320 for the preliminary design.Letting for work should take place possibly in June 2007.
Dunkel/Enabnit moved to appoint Douglas Kamm to the North Cedar Aviation Authority Board on the Countyís behalf.Motion carried 3-0.
Enabnit/Dunkel moved to approve the Law Enforcement Agreement Pursuant to Chapter 28E Code of Iowa between the County of Floyd and the City of Rockford.Motion carried 3-0.
Dunkel/Enabnit moved to approve a public hearing on April 25, 2006 at for an Ordinance Establishing Rules and Regulations for Areas Under the Control of the Floyd County Conservation Board.Motion carried 3-0.
Dunkel/Enabnit moved to send a 3% Fiscal Agency fees bill to FMC Empowerment for FY02 and FY04 claims that were never billed.Motion carried 3-0.
