The Floyd County Board of Supervisors met for workshop at on Monday, April 17, 2006 in the Board Room of the Floyd County Courthouse with the following in attendance:Supv. Dunkel, Chairman Pro-Tem, and Supv. Enabnit. Absent:Chairman Staudt
Enabnit/Dunkel moved to approve the agenda as presented.Motion carried 2-0.
Marv Matthews stopped in to request that the Board of Supervisors consider that the Conservation Board members be able to serve longer than 10 consecutive years on the Conservation Board.
The Board noted the wage increase from $20/hour to $21/hour for Staci Dahl, RN for PH/HHC effective April 20, 2006.
The Board noted the receipt of the North Iowa Juvenile Detention Services Commission Audit Report for year ending June 30, 2005.
The Board and Auditor discussed the new quarterly reporting to the state for the County’s self-funded health insurance plan.The new reporting is required for when public bodies combine resources for self-insurance purposes.Since FloydCounty allows the landfill to be on our plan, the quarterly reporting is required.The Auditor could not find a 28E agreement allowing the landfill to be on our health care plan and suggested that one be written.Supv Dunkel commented that the 28E agreement should include a fee paid by the landfill to the County for the County’s work to administer the landfill’s health insurance, especially with new additional reporting requirements.
The Board and CountyAttorney discussed whether or not the County should be issuing CountyLicenses for specific events, what liability the county may assume in doing so and if proof of insurance should be required prior to issuing licenses.The CountyAttorney will research this issue.
The Board discussed possibly removing the sink in the closet on the 2nd floor and cleaning out a room in the basement to allow for much needed storage space.Supv Dunkel suggested sending an e-mail to department heads stating our shortage of secured storage areas and requesting that areas be cleaned out and unnecessary items be disposed of.
The Board toured the DHS garage building to look at items be lined up for sale.The Board discussed whether or not a public sale was necessary or if items could be disposed of by other means.This will be discussed in more detail at the next Board workshop.
No future agenda items were discussed.
A motion was made by Supervisor Enabnit and seconded by Supervisor Dunkel to adjourn.Motion carried 2-0.
