Floyd County Board of Supervisors Meeting

UNAPPROVED MINUTES

The Floyd County Board of Supervisors met for regular session at 9:00 a.m. on Tuesday, April 25, 2006 in the Board Room of the Floyd County Courthouse with the following in attendance:  Chairman Staudt, Supv. Dunkel, and Supv. Enabnit.

Dunkel/Enabnit moved to amend the agenda to include review/action regarding setting a public hearing date for Master Matrix construction for Balsam Coop and review/action regarding setting a public hearing date for the FY06 County Budget Amendment.  Enabnit/Dunkel moved to approve the agenda as amended.  Motion carried 3-0.

Dunkel/Enabnit moved to approve the April 10, 11, and 17, 2006 minutes.  Motion carried 3-0.

Dunkel/Staudt moved to approve the following claims:  County #3489-3670, Secondary Roads #18167-18195, and MH-DD #56536-56568.  Motion carried 3-0.

Dunkel/Enabnit moved to have unused/unnecessary items in departments cleaned out by May 4th, Department heads go through items on the 5th, Supervisors go out to view items on the 8th and on the 9th decide if there needs to be a sale.  Motion carried 3-0.  The Auditor will get a memo out to the department heads.

Enabnit/Dunkel moved to rescind the motion made on March 28, 2006 to bill FMC Empowerment for FY2002 fiscal agent fees, with FY2004 fees still due.  Motion carried 3-0.

Dunkel/Enabnit moved to suspend taxes for seven residents who qualify for state supplementary assistance through DHS per Iowa Code 427.9 and direct the Auditor to notify the Treasurer accordingly.  Motion carried 3-0.

Enabnit/Dunkel moved to set a public hearing at 10 a.m. on May 23, 2006 for an amendment to the FY06 County’s budget.  Motion carried 3-0.

Dunkel/Enabnit moved to set a public hearing at 9:45 a.m. on May 9, 2006 for the construction permit application from Balsam Coop for a confinement feeding operation.  Motion carried 3-0.

Supv Dunkel announced the public hearing for an Ordinance Establishing Rules and Regulations for Areas Under the Control of the Floyd County Conservation Board.  Chairman Staudt opened the hearing at 10:00 a.m.  The Auditor received no written or oral comments on the ordinance.  Tim Staudt, Conservation Technician, discussed the purpose of the ordinance.  Chairman Staudt closed the hearing at 10:05 a.m.

Enabnit/Dunkel moved to approve the reading of Floyd County Ordinance 2006-2 Establishing Rules and Regulations for Areas Under the Control of the Floyd County Conservation Board.  Roll call:  Ayes:  Dunkel, Staudt, and Enabnit; Nays:  None.  Motion carried 3-0.

Dunkel/Staudt moved to waive the second and third hearing on Floyd County Ordinance 2006-2.  Motion carried 3-0.

Pat Zwanziger explained the purpose of adopting 641 Iowa Administrative Code 1.12, Quarantine and Isolation.  Dunkel/Enabnit moved to approve the Board of Health’s recommendation of adopting the 641 Iowa Administrative Code 1.12, Quarantine and Isolation.  Motion carried 3-0.  Zwanziger said the regulation has already been published.

Dunkel/Enabnit moved to approve the hiring of six applicants for summer help for the Secondary Roads Department.  Motion carried 3-0.

Supv Dunkel announced the public hearing for review of the preliminary plat submitted by Russel Strawn for property located in the E˝ of Sec 12, Twp 94N, Rge 15W, Riverton Township.  Chairman Staudt opened the hearing at 10:30 a.m.  The Auditor has not received any written or oral comments on the ordinance.  Jeff Sherman, Zoning Director, reported that the Zoning Board approved the preliminary plat.  Alan McGregor commented that the Zoning Board approved subject to percolation tests on two lots.  Enabnit/Dunkel motioned to close the hearing at 10:40 a.m.  Motion carried 3-0.

Dunkel/Enabnit moved to approve the preliminary plat for property located in the E˝ of Sec 12, Twp 94N, Rge 15W, Riverton Township with stipulations presented by the Zoning Board.  Motion carried 3-0.

Supv Staudt and Supv Enabnit reported to County Engineer, Dusten Rolando calls they received about the 110th Street bridge being closed.  Rolando reported that the bridge was closed due to water over the road and the barricades were removed when the water receded.  Rolando updated the Board on his conversation with Calhoun about options to see if the bridge could remain open for light traffic.  Rolando reported on the testing for the station in Rudd.  There is still corrective action to clean up before the DNR determines when the project can be closed.  Rolando distributed the Foreman’s meeting notes.  Rolando discussed a right-of-way issue by the railroad tracks on Zinnia at Nora Springs.  The box culvert bridge by Powersville is completed. 

A motion was made by Supervisor Dunkel and seconded by Supervisor Enabnit to adjourn.  Motion carried 3-0.
